ORGANIZATIONAL CONTEXT

In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi Country Office supports 22 countries and territories in the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity building programme focuses on vulnerability assessment and mapping; end-to-end supply chain management; shock-sensitive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events exceed national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics and services.

PURPOSE OF THE TASK: Coordinating and supervising information technology maintenance and support activities to enable the effective delivery of IT services.

KEY RESPONSIBILITIES (not all-inclusive nor exhaustive):

1. Perform system and hardware maintenance tasks, such as performing specialized network monitoring and system security, to ensure the technology is functioning effectively.
2. Verify technology reliability, identify user needs, analyze data and produce accurate reports to recommend IT solutions to support informed decision-making.
3. Resolve questions independently and escalate them as necessary, ensuring standard IT questions are answered and employees have the right information.
4. Provide standard technical training to end users of commonly used technologies and systems, to assist WFP staff in carrying out their work.
5. Provide guidance and training to junior colleagues in the delivery of IT support services to support staff capacity building.
6. Support the coordination of the implementation of new applications to provide WFP staff with the tools they need to perform effectively.
7. Develop standard materials, such as end-user documentation and technical documentation, to ensure that employees have access to the required information about IT services and products.
8. Implement improvements in methods and processes within the IT department to support the continuous improvement of the IT services provided.
9. Coordinate the installation and maintenance of telecommunications systems and equipment to ensure optimal services in accordance with standard operating procedures.
10. Coordinate a team of IT staff to ensure that individual and team objectives are achieved in compliance with all relevant regulations and policies.
11. Follow established emergency response processes and procedures as required to support meeting emergency food assistance needs.

ADDITIONAL FUNCTIONAL REQUIREMENTS:

As a humanitarian organization, WFP provides emergency aid to the 22 English-speaking and Dutch-speaking countries in the Caribbean. In this role, the candidate may be expected to:

  • Support the emergency response activities of the ICT unit.
  • Deployment in affected countries to assist with IT activities as needed.
  • Work outside regular working hours if necessary.

DESIRED EXPERIENCES FOR ENTERING THE ROLE:

• Experienced in analyzing service management results and developing recommendations for service improvement.
• Contributed to the redesign of business processes and identified improvements in service management.
• Has experience in participating in the purchasing/budgeting process of country offices.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary education. A post-secondary certificate in the relevant functional area.

Experience: 6 years of relevant experience

Language: Fluent in both oral and written communication within the UN
the language spoken at the location and the language of the location, if different.

  • Type of contact: Service contract level 6 (SC 6)
  • Contract Duration: 12 months. This contract is eligible for renewal. Contract renewals will be based on satisfactory performance and operational requirements.
  • Location: Bridgetown, Barbados
  • Travel Requirements: The WFP Caribbean Office covers the 22 English-speaking and Dutch-speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency relief, training, etc. As such, a full medical certificate is required.
