Advisor on Gender-Based Violence – Venezuela (Bolivarian Republic)

JOB SUMMARY:
The GBV Advisor is responsible for developing the GBV strategy for the Venezuela Country Programme and for providing timely and sustainable technical support. Under the direct supervision of the Head of Programmes and in coordination with the Protection Programme Manager, the GBV Advisor defines programme parameters according to international GBV and protection standards and best practices and based on assessed needs. In addition, he/she will provide information and training to staff to promote the proper implementation of established programme parameters and monitor their implementation.

The GBV Advisor will also work with the technical team at headquarters to adapt GBV and protection approaches. He/she will lead the design and development of comprehensive community and health facility level assessments to define programme parameters. The GBV Advisor will also map and develop internal and external referral pathways with institutional partners and NGOs delivering PSS and protection services in the area.

MAIN RESPONSIBILITIES:
• He/she will play a leading role in integrating GBV analyses and assessments into all objective areas of the project, with a specific focus on leading specific objective areas.
• Assess current efforts on GBV in both protection and health, and identify gaps, duplications, challenges and best practices.
• Ensure appropriate integration of GBV into the health programme.
• Design and deliver GBV training modules as needed, including but not limited to clinical management of rape, GBV case management, identification and safe referrals.
• Facilitate trainings and workshops for in-country program staff, health and community workers, including doctors, nurses, health workers and community allies involved in the program.
• Design GBV interventions and develop relevant projects based on an action plan. Support fundraising efforts where necessary.
• Conduct field visits to monitor and support GBV activities and interventions, and provide technical and quality support for programming through feedback and mentoring.
• Support the team in designing and analyzing indicators based on data collection in specific health centers and community interventions related to protection and GBV monitoring progress.
• Provide technical support and identify opportunities for the development of relevant education and communication/information materials to address gender (in)equality issues.
• Support linkages and coordination between the health cluster (including MHPSS working group) and the GBV sub-cluster and strengthen the integration of health services into GBV referral networks/referral pathways, in coordination with the GBV sub-cluster and PSEA network. Documentation and reporting:
• Evaluate the disaggregated and cumulative tracking of beneficiaries and the documentation of all activities and results.
• Participate in the preparation of internal and external reports, including the submission of donor reports.
• Advise on the collection and reporting of GBV project data.
• Promote a culture of learning and documentation so that lessons learned and good practices are captured and shared for institutional memory.
• Ensure proper documentation of all training, completion and analysis of pre- and post-knowledge tests and workplace supervision checklists, as well as PHC integration checklists in mental health care.
• Contribute to building a positive image and overall credibility of the organization, in particular through the application of the organization’s code of conduct, ethics, values ​​and positions towards internal and external stakeholders.
• Promotes and fosters a culture of compliance and ethics within Project HOPE. As appropriate to the role, maintains a clear understanding of and adheres to Project HOPE and donor compliance and ethical standards.

MINIMUM QUALIFICATIONS:
• A Master’s degree (or higher) in the social sciences, social work, gender, international development, psychology or a related field, or at least ten years of relevant experience in lieu of a Master’s degree.
• Minimum 5 years of work experience in the field of violence against women/gender-based violence and prevention, preferably with some of this in humanitarian settings, with proven knowledge of health and gender-based violence, a good understanding of gender quality and survivor-centred perspectives.
• Minimum two (2) years of experience providing services directly to communities.
• This position requires expert knowledge of the IASC Guidelines for Mental Health and Psychosocial Support in Emergencies and Global Guidelines for Humanitarian Protection.
• Demonstrated ability to develop strategies, operational frameworks and tools to meet protection needs, and to monitor multisectoral prevention, risk reduction and response programmes within the humanitarian architecture.
• Direct experience in providing technical support on gender, capacity building and delivering training to different target groups and participants.
• Experience in management, training and supervision is required.
• Strong organizational, supervisory and interpersonal skills with the ability to work in diverse cultural environments.
• Ability to work in a team or in isolation, flexible and able to cope with a stressful environment with limited resources.
• Experience in developing gender-sensitive MEAL PLANS and building diverse partnerships.
• Ability to organize, manage, prioritize and complete multiple tasks in a fast-paced, deadline-oriented environment.
• Proficiency in Microsoft Office applications, particularly Word, Excel and PowerPoint
• Demonstrated ability to take initiative and willingness to learn new skills as required.
• Strong work ethic and the ability to work well independently as well as within a team.
• Excellent interpersonal skills and the ability to deal with people at all levels.
• Fluent in Spanish and English.
