NYPD Commissioner’s Brother Is Ex-Cop Under Investigation As Alleged ‘Fixer’ For NYC Clubs: Report – DNyuz

New York City Police Chief Edward Caban’s twin brother, a former police officer, is being investigated for allegedly working as a “fixer” for restaurants and nightclubs in the city, a report says.

Federal investigators are looking into the consulting work James Caban, 56, allegedly did for upscale Manhattan hotspots and allegations that he tried to defuse tensions between the agencies and police, sources told the New York Post.

“It wasn’t the old-fashioned mafia, ‘If you don’t pay up, we’ll smash your windows,'” a source told the outlet. “But (it was), ‘My brother’s a big boy, and he can make your fines and underage drinking disappear.'”

According to the report, Caban has worked with Marquee and PhD, owned by TAO Hospitality Group, and Creatures at Selina Rooftop in Chelsea, among others. Public records show that restaurant has faced more than 150 noise complaints in the past two years.

Caban allegedly got a call when police filed a noise or alcohol complaint at the businesses, then visited local district leaders, many of whom are also under federal investigation, the report said.

The FBI on Wednesday raided the homes of both Cabans, First Deputy Mayor Sheena Wright, Deputy Mayor for Public Safety Philip Banks III and former NYPD officer Timothy Pearson, who now advises Mayor Eric Adams on public safety. Their electronic devices were seized, the report said. The officers were subpoenaed as part of a corruption investigation into influence peddling.

Last year, federal agents seized Adams’ devices as he was leaving a Manhattan event and raided the home of one of his top fundraisers. Adams denies any wrongdoing, but confirmed last month that he had received a subpoena from federal prosecutors and said he and his team were cooperating.

As part of the investigation into James Caban, detectives are reviewing police reports about Manhattan bars and restaurants, as well as emails from NYPD officers, to determine whether the complaints were handled properly, the report said.

Caban’s alleged involvement with the agencies reportedly did not begin until his brother was the first deputy commissioner under then-NYPD Commissioner Keechant Sewell, who stepped down in July 2023.

The report noted that he allegedly offered his services to officers working concerts in Manhattan, touting his influence within the police department as his brother planned to take over as police chief.

James Caban joined the NYPD in 1989, but a series of complaints and allegations ultimately led to his departure in January 2001, public records show.

He faces substantial charges alleging that he used excessive force and abused his authority on two separate occasions in 1996.

Still, he rose to sergeant until he was fired from the force in 2001 for wrongfully stopping and threatening a cab driver he suspected of stealing money from his wife’s purse, City & State New York reported.

Caban later bought an apartment building in the Bronx before being placed on the city’s worst landlords list in August 2013, the outlet reported.

A few months later, he spent 30 days in jail for failing to make hundreds of needed repairs to his Commonwealth Avenue building, The Real Deal reported.

The housing court judge said at the time that Caban had ignored all of the city’s requests to fix more than 300 open property violations and that the city had already spent $115,000 to fix other emergencies.

According to the New York Daily News, Caban claimed he did not have enough money to repair the building.

Fox News Digital has reached out to Edward Caban, Eric Adams’ office, TAO Hospitality Group and Creatures at Selina Rooftop in Chelsea, but has not yet received a response.

In a statement, a DCPI spokesperson told Fox News Digital: “The department is aware of an investigation by the U.S. Attorney’s Office for the Southern District of New York involving members of the agency. The department is fully cooperating with the investigation.”
