ORGANIZATIONAL CONTEXT

These positions are located in Country Offices (COs), Regional Bureaux (RBs) and Headquarters (HQ). Position holders report to a HR Officer. At this level, position holders have independent responsibility for technical, specialist work including planning, organising and co-ordinating, and objective setting. They deal with a variety of complex issues which are often undefined and involve areas of uncertainty and complex interrelationships. The instructions received are broad and position holders are expected to consistently demonstrate a high degree of responsibility and initiative to respond independently to queries. Position holders have a level of expertise and knowledge to adapt and develop systems and processes to continually improve the level of support provided. They are expected to motivate and develop a team of support staff and/or be responsible for specialist support service(s) where the work is carried out using specially designed techniques, methods and processes.

This position is based in Managua, Nicaragua and reports to the Country Director.

THE ROLE

Coordinating and delivering a full range of HR support services to ensure accurate implementation of WFP policies and procedures and to facilitate the effective functioning of client-facing and strategic HR services.

MAIN RESPONSIBILITIES (not all-inclusive, nor exhaustive):

1. Coordinate and deliver a full range of HR management support and activities, including follow-up actions, problem resolution and contingency management, to ensure the consistency and quality of HR services delivered to clients.
2. Coordinate and supervise the work of other HR personnel and support their learning and development to ensure that personnel have up-to-date knowledge of the HR systems and procedures needed to perform their duties and can subsequently contribute to the delivery of effective HR services.
3. Regularly monitor and adapt existing HR procedures and collaborate with a broad range of HR stakeholders within the organization to identify, assess and meet changing HR support needs.
4. Analyze and respond to a variety of complex internal and external queries to ensure that clients are well informed and that the HR team’s activities are aligned with WFP’s broader objectives.
5. Analyze and interpret various data on recruitment and selection of personnel, contract terms, rights, performance and training requirements, workforce, etc. Provide managers with advice and recommendations, along with comprehensive analysis and reports for informed decision-making.
6. Support and deliver a range of HR services assigned by the Professional Officer in accordance with relevant policies, procedures and processes.
7. Oversee and support the implementation of onboarding activities for new staff joining WFP, to ensure that relevant processes are followed and the terms of the Conditions of Service are explained and understood.
8. Review and/or prepare a wide range of complex HR documentation to ensure accuracy and meet established deadlines.
9. Monitor HR management systems to ensure accuracy of HR data and compliance with established deadlines.
10. Oversee the management of confidential personnel files, HR databases and archives to ensure that data and files are stored accurately and updated in accordance with established standards.
11. Monitor staff deployment and perform related administrative tasks, including the preparation of comprehensive reports, to support an efficient HR service, enabling WFP to respond promptly to a crisis.

QUALIFICATIONS AND EXPERIENCE

Education: Completion of secondary education. A post-secondary certificate in the relevant functional area.

Experience: At least seven years of work experience with increasing responsibility in the relevant business sector, with experience in general administrative work.

Knowledge and skills:

• Has gained extensive experience with WFP HR Services operational standards through day-to-day work.
• Experience providing administrative and systems support across a range of employment lifecycle activities including recruitment, interviewing, training support, performance management, relocation support and policy implementation within a national office.

Language: Depending on the location of the position or area of ​​responsibility, fluency (level C) or intermediate knowledge (level B) of another official language may be required.

General Service (Field): Communicate fluently orally and in writing in the UN language spoken at the duty station and in the language of the duty station, if different.

Duration: 12 months.

Temporary appointments are for a continuous period of at least one year and have a fixed end date.

Initial appointment is subject to a one-year probationary period. Successful candidates will be rostered for two (2) years.
