Position overview

The Pan American Development Foundation is seeking a new Monitoring, Evaluation and Learning (MEL) Coordinator to assist with programme monitoring, evaluation and accountability in the Guyana office. This coordinator will support the implementation of PADF’s programmes aimed at increasing access to legal status, promoting social inclusion and improving the lives of vulnerable Venezuelan migrants and other vulnerable populations.

The role of Monitoring, Evaluation and Learning (MEL) Coordinator offers a challenging and exciting opportunity to support the collection and processing of information that demonstrates programme impact and provides critical input to support strategic decision making. Working closely with the Deputy Project Director and the HQ MEL team, this role also provides ongoing mentoring and capacity building support to implementing partner organisations to enhance their MEL capabilities.

The position is based in Georgetown, Guyana.

Essential Duties and Responsibilities

The Monitoring and Evaluation Coordinator, under the supervision of the Deputy Project Director for Guyana and with the support of the MEL Unit at PADF Headquarters, will:

  • Assist in developing the monitoring, evaluation and learning strategy and relevant guidelines for tracking programme results.
  • Provide MEL capacity building and ongoing support to local PADF partner organizations, including assistance in developing MEL project plans and support in ensuring adequate collection and tracking of project indicators.
  • Coordinate appropriate information flows, confirm program information, and share findings to support program tracking, planning, and strategic decision making.
  • Validate the quantity and quality of program data and results.
  • Promote knowledge management and a learning environment through leadership and personal example.
  • Assume any other functions or responsibilities as assigned by the Program Management Team.
  • Travel to meet with project subcontractors and supervise project activities in Guyana as required.

Required qualifications

  • Bachelor’s degree in social sciences, international development, statistics, data analysis or a relevant discipline.
  • At least three (3) years of work experience in a MEL position (or similar) in a public institution, national or international NGO, donor or development agency.
  • Demonstrable experience and skills in developing monitoring, evaluation and research protocols and tools.
  • Experience in designing studies and research using both qualitative and quantitative methods.
  • Fluent in Spanish and English.
  • Demonstrable experience with advanced Excel. Use of data analysis and data visualization software such as R, Python, PowerBI and Tableau is a plus.
