Who we are

HII – Mission Technologies is currently seeking a Personnel Recovery (PR)/Casualty Evacuation (CASEVAC) (PR/CASEVAC) Operations Manager to support the United States (US) Africa Command (USAFRICOM) who is fluent in French. The Operations Manager will work closely with USAFRICOM, its component commands, CJTF-HOA, SOCAFRICA, and other strategic and operational partners with dedicated PR/CASEVAC capabilities. Operations responsibilities include being HII’s point of contact for government personnel at deployed locations and serving as the single point of contact for all deployed aircraft operations including ground operations, managing HII rotational personnel, contractor personnel inbound and outbound processes, and being responsible for all mission planning and reporting and being the final authority for HII’s approval for mission support. The Operations Manager will work directly with the HII Program Manager to ensure timely delivery of all tasks and deliverables while meeting the Task Order (TO) scope and within the approved budget.

This rotational position requires you to travel in support of the USAFRICOM AOR and work 84 hours per week during the rotation.

What you are going to do

  • Fully support USAFRICOM by overseeing and directing the day-to-day activities of the deployed contract team, including operations, maintenance, sustainment, and all life support.
  • Manage a deployment team of contract personnel operating directly in support of USAFRICOM and SOCAFRICA with dedicated rotary wing (RW) and fixed wing (FW) aircraft providing short takeoff and landing (STOL) field and paramedic level patient care for PR/CASEVAC services located and operating in high-risk portions of the USAFRICOM area of ​​responsibility (AOR) 24/7.
  • Provides overall operational direction and on-site guidance for all contractors assigned to the TO, including assigning tasks to contractor personnel, overseeing ongoing engineering efforts, and managing overall TO performance.
  • Serve as the HII’s primary point of contact for all TO-related activities and on-site support.
  • Manage the relationships and expectations of the USAFRICOM customer, other industry partners, and all contractor support personnel.
  • Evaluate progress against project milestones, budget, and any necessary TO changes to ensure mission success, service quality, and adherence to schedule and budget.
  • Maintain regular contact with key government stakeholders.
  • Responsible for all TO deliverables, from preparing mission reports to monthly status reports.
  • Other duties as assigned.

What we are looking for

  • 10 years of relevant experience with a Bachelor’s degree in a related field; 8 years of relevant experience with a Master’s degree in a related field; or a high school diploma or equivalent and 14 years of relevant experience.
  • Five years of experience in managing the operations, maintenance and logistics of deployed aircraft.
  • Five years of experience in managing PR/CASEVAC services.
  • Possess current or previous weapons qualifications.
  • Ability to obtain a license to carry a firearm.
  • Must meet medical and dental requirements.
  • Consent: Must be able to obtain and maintain a SECRET consent
  • Fluent French speaking and writing is a requirement for this position. The candidate must be able to communicate effectively in French, both orally and in writing, and have a good understanding of French grammar, vocabulary and syntax.

Preference: Bonus points for…

  • 3+ years of experience with working knowledge of Status of Forces Agreements (SOFA) requirements, DOCPER regulations and processes within EUCOM/AFRICOM AORs. Comparable experience in the CENTCOM AOR will be considered if all other minimum qualifications are met.
  • Five years of experience managing PR/CASEVAC services for SOF, the last eight years.
  • A valid Project Management Professional (PMP) certification from the Project Management Institute (PMI) or a Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
  • A thorough knowledge of civil aviation, particularly 14 CFR Part 135 operations.
  • Strong leadership, diplomatic and motivational skills, including the ability to lead multiple business and technology organizations;
  • Demonstrated ability to work creatively and analytically in a problem-solving environment, demonstrating teamwork, innovation and excellence;
  • Build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus, and achieve objectives;
  • Self-motivated and decisive, with the ability to adapt to change and competing demands.
  • Demonstrated communication skills, both written and oral, with technical and non-technical personnel at all management levels;
  • Flexible and with proven ability to adapt to changing priorities, demands and timelines through analytical and problem-solving skills;
  • Demonstrated ability to learn, understand and apply new technologies.

Physical requirements

This position requires on-site, outdoor, and office work. Must be able to lift up to 75 lbs. Must meet physical and medical requirements for deployment to austere locations within the AFRICOM AOR. May require work in an office, industrial, marine, or laboratory environment. Ability to climb ladders and handle confined spaces and extreme temperature variations.
