Two New York police officers become involved in a gang war between members of the Yakuza, the Japanese mafia. They arrest one of their killers and are ordered to escort him back to Japan. In Japan, however, he manages to escape. While trying to track him down, they find themselves deeper and deeper in the Japanese mafia and have to learn that the only way to win is to play the game the Japanese way.
