NEW ZEALAND: Convicted paedophile who now identifies as ‘transgender woman’ is considered high risk

A serial child rapist who has been released back into society will remain under an Extended Supervision Order (ESO) until at least 2027. A New Zealand Court of Appeal has ruled that 47-year-old Dundee sex offender Pierre John Parsons remains a risk of further sexual offences, as evidenced by his long history of sexualising children.

Parsons, who now identifies as a “female,” was sentenced to three years and 11 months in prison in 1995 for kidnapping and raping a 12-year-old girl. During the violent abduction, Parsons tied a rope around the girl’s neck after she entered the restrooms of a sports facility. He then dragged the child down a hallway to a locker room, where he undressed and raped her while she was unconscious. Parsons, who was 18 at the time, would later admit to stealing the girl’s clothing for erotic cross-dressing purposes.

While in custody, Parsons admitted to molesting a 4-year-old child and raping a disabled teenager during therapy sessions. However, police did not investigate or file charges for the incidents.

Parsons has been subject to an ESO, a form of community-based supervision program, since his conviction in 1995, but has violated the supervision order on several occasions.

Two years after being released from prison on parole in 2003, Parsons was sent back to prison after staff at the residential care facility where he was staying found photographs of children in his room. Parsons had also violated the ESO by inviting a prostitute to the facility.

The following year, in 2006, Parsons was given a ten-year ESO. After the term expired, it was extended again in 2017. Judge Gerald Nation, who made the decision to extend the supervision order, told the court: “He wants to live as a woman… in a relationship with a woman who accepts him as a transgender person.”

Justice Nation also stated: “I am satisfied that Mr Parsons has shown an intense drive, desire or compulsion to commit ‘relevant sexual offences’, namely sexual offences against a child or young person. There is also evidence that Mr Parsons has an ongoing preference or propensity for behaviour which could lead to serious sexual offences.”

The judge added that he believes Parsons is at high risk of reoffending if he feels his sexual desires and transvestism are being thwarted.

However, while under surveillance, Parsons approached young girls on at least two occasions. In December 2015, the serial rapist deviated from his usual route to work to contact a 15-year-old girl in school uniform. He repeated this predatory behavior in May 2016, giving a teenage girl his phone number and asking her to procure female underwear for him.

In 2020, Parsons was sent back to prison after it was discovered that he had searched the internet for illegal sexual material, including a search for a “10-year-old girl and a 20-year-old man”, and another search for pornographic content of schoolgirls. When police searched his phone, they found a video of an adult performing oral sex on a toddler. On 15 October, he pleaded guilty to possession of an indecent publication.

Judge Michael Crosbie called Parsons’ sexual behaviour “disgusting and degrading” and highlighted the harm caused to the child in the pornographic video.

“Your possession of this video amounts to the sexual exploitation of a child – a child of incredibly young and tender years,” he said. Parsons’ defense counsel argued that he had difficulty answering questions about his sexual arousal.

It’s unclear when Parsons began claiming he was transgender, but news articles appear to place it sometime around 2017.

During the trial in which the ESO imposed on him was extended, Parsons expressed his desire to begin a medical ‘transition’ and said he wanted to be supported by the state in the process. Recent reports now refer to Parsons as ‘female’ and use female pronouns for the convicted pedophile.
