Role Purpose:

Strategic/operational planning, monitoring/implementation of emergency relief projects implemented in Syria including food security, agriculture and NFI activities, ensuring achievement of sector objectives within the vision and mission of the organization, ensuring integration with other programs and sectors implementing projects in due form, following up budget disbursements as planned, ensuring documentation and implementation in line with management and donor requirements and submitting periodic written reports in a transparent manner. Develop project proposals for the emergency relief program and the ability to lead and remotely manage the team. He/she is also responsible for providing the technical support required for the projects and conducting a needs assessment of local communities, in addition to the technical design of project proposals for the program and providing technical guidance to field teams and coordination for all project activities. Ensure problem solving, evaluation and development of working teams. Build new relationships with new partners and donors and improve communication with existing partners. Develop technical programme procedures, manuals and policies in accordance with international and humanitarian standards. Represent TAS at all meetings, workshops, clusters and sub-clusters.

MAIN RESPONSIBILITIES:

1. Contribute to building and developing the institution’s strategic plan with regard to the FSA and NFI sectors.

2. Work on programme development and prepare interim and annual plans for activities and projects related to food security, NFI and agriculture.

3. Building partnerships with potential donors to support the program plan.

4. Monitor and follow the progress of project implementation and ensure the quality of work performed and prepare work plans in accordance with the objectives of each project and the schedule established therefor.

5. Ensure that documentation files (employees – project activities) are properly maintained at all project stages and that forms are used in accordance with institutional/donor/partner requirements.

6. Preparing all required reports regarding the project/program manager/donors/partners

7. Regularly follow up and exchange information on all matters related to the implementation of the project with the Programme Director and the field teams and collaborate with the relevant stakeholders in the institution (programmes – logistics – monitoring and evaluation) to carry out the project activities.

8. Writing project proposals related to food security, NFI and agriculture.

9. Designing food, non-food and agricultural baskets and technical requirements in projects according to humanitarian and international standards

10. Appointing and interviewing the selection personnel for the project and directing the appropriate support after the appointment.

11. Effectively represent the institution in relevant working groups, with stakeholders and at coordination meetings, as necessary.

12. Ensure a positive, continuous and clear presentation of the institution and maintain and develop good relationships with partners, local authorities and stakeholders.

13. Work closely and build partnerships with agencies and organizations in related areas of cooperation.

14. The ability to assess the needs and requirements of the community regarding camps.

15. Contribute to carrying out integrated needs assessments of integrated and multi-sectoral projects.

16. Designing appropriate vulnerability criteria for selecting beneficiaries in the area and ensuring community participation and transparency.

17. Providing training and workshops for the organization’s team within the specialization.

18. Resolve problems and challenges within projects and work teams.

19. Manage program grants effectively with stakeholders and donors.

20. Contribute to the development of plans and studies for projects that bring about integration between the Food Security, NFI and Agriculture sectors and the other sectors of the institution.

21. Build new relationships with new partners and donors and improve communications with existing partners.

22. Develop manuals and policies for technical programme procedures in accordance with international and humanitarian standards.

23. Performing any other duties assigned to him by the immediate supervisor within the specialty.

24. Adhere to the organization’s code of conduct.

25. Ensure that accountability and safeguarding procedures are observed and followed, and that any observations are reported.

26. Maintain the dignity of the beneficiaries and do not cause harm.

27. Respect and apply all principles of protection against sexual exploitation and abuse and the child protection policy, and comply with the obligation to report any incident of sexual exploitation or abuse or any breach of the protection policy.

28. Adhere to all policies of the Takaful Al Sham organization and comply with administrative orders and disciplinary procedures in case of violations.

29. A commitment to adhere to the Takaful Al Sham organization’s zero-tolerance policy for cases of sexual exploitation and abuse, and to promptly report any violations thereof.

QUALIFICATIONS AND EXPERIENCE:

• Bachelor’s degree or equivalent

• Minimum 5 years of experience in program management at non-profit organizations.

• Minimum 3 years of experience in food security, NFI and agricultural interventions.

• High knowledge and experience in CVA, Cash and Value chain mechanisms

• Extensive technical experience in agricultural and irrigation techniques.

• Experience in drafting technical procedures and manuals.

• Sufficient knowledge of the context of the camp and other communities.

• Skill in writing financing proposals, preparing budgets and operational plans for projects.

• Very good knowledge of the conditions of international donors and the requirements to meet them.

• Sufficient experience in writing financing applications, project life cycle and preparing periodic and progress reports.

• Knowledge of the MS Office 365 software package.

• The ability to lead, direct and coordinate teams, monitor, initiate and develop.

• A very good level of effective presentation, presentation and communication skills (oral and written).

• Excellent level of reading, writing and speaking English.
