Head of Emergency Programs – Occupied Palestinian Territory

Report to: Deputy Director of Gaza Programs with dotted line management for the Gaza Director

Type: Full-time, 35 hours per week

Contract: 12 months, FTC

Location: Gaza – This role is open to both local and international candidates. The individual must be able to travel to and work in Gaza and/or Cairo.

Salary: Applicable to the country where the candidate is working. £57,816 (London) or ILS202,020 (Gaza).

Medical Aid for Palestinians (MAP) works to promote the health and dignity of Palestinians living under occupation and as refugees. MAP is the UK’s leading charity delivering health and medical care to those most affected by conflict, occupation and displacement in the Gaza Strip. MAP is currently experiencing a period of rapid growth, partly in response to the ongoing crisis in the Occupied Palestinian Territory.

About the role

MAP is seeking a Head of Emergency Programme in Gaza to work closely with the Director, Delegates and the Gaza team. This critical role will involve leading the preparation and execution of MAP’s rapid operational and programmatic scale-up, with a focus on humanitarian response in the Gaza Strip. The successful candidate will oversee the design and implementation of our humanitarian strategies, support ongoing and new programming, and ensure high-quality programme delivery in line with global standards.

Key responsibilities include managing the Medical, Public Health and Nutrition Programme Leads, ensuring project plans are adapted to changing contexts and maintaining effective coordination with external actors and partners. The role requires strong leadership in crisis management, quality assurance and external representation, in addition to fostering an empathetic and supportive team environment.

About you

The ideal candidate will have extensive experience in managing such responses and demonstrate strong skills in human resources management, communications and project implementation. Fluent English is essential for effective communication, while fluency in Arabic is preferred. Knowledge of the Middle East, particularly Palestine, is highly desirable.
