French authorities issued arrest warrants for Telegram CEO Pavel Durov and his co-founder brother Nikolai in March – Politico

In recent developments, the CEO of popular encrypted messaging app Telegram, Pavel Durov, was arrested at Paris’ Le Bourget airport on Saturday night (1). The arrest, which took place after Durov landed in France from Azerbaijan, was carried out by investigators from France’s National Anti-Fraud Office (1). According to French media, the arrest warrant was issued based on allegations that Telegram has been used for money laundering, drug trafficking, and sharing content related to the sexual exploitation of minors (1).

Durov, 39, is a billionaire and controversial figure known for his unwavering stance on privacy and freedom of expression (2). News of his arrest sparked outrage among Russian officials, who accused Western governments of double standards when it came to freedom of expression (1). In 2018, several NGOs, including Human Rights Watch, Amnesty International, and Freedom House, condemned a Russian court’s decision to block Telegram (1).

Durov’s arrest comes amid growing concerns about the messaging app’s lack of moderation. French authorities believe the platform’s lack of moderation has allowed criminal activity to continue unhindered (2). This isn’t the first time Telegram has faced accusations of being used for illegal activities. In 2017, the app was temporarily banned in Russia after a court ruled it was being used to spread terrorism-related content (3).

Durov is expected to appear in court tonight (2). It remains to be seen how this development will affect Telegram and its users. Durov’s arrest is an important development in the ongoing debate about the balance between privacy, freedom of expression, and the need to prevent criminal activity online.
