Budget and Tax Compliance Specialist, North America – United States of America

JOB SUMMARY:

HIAS is seeking a Budget & Fiscal Compliance Specialist, North America to support our North American programs in the preparation and administration of budgets, as well as the management of grants and cooperative agreements from initiation to closeout in the United States and overseas. This position is also responsible for the administration of grants implemented in Europe, Africa, and Latin America to support refugee resettlement and integration in the United States.

Please note, the salary for this position ranges between $65,000.00 and $70,000.00.

ESSENTIAL FUNCTIONS:

  • Manages the reporting, compliance and recognition of grants and partnership agreements for the assigned portfolio.
  • Works with accounting to ensure indirect costs are correctly allocated to grants and prepares monthly budget-to-actual reports.
  • Works with program and development staff to ensure that restricted funds are used in accordance with donor intentions or that appropriate changes are requested.
  • Ensures that financial requirements for grants and contracts are identified, achieved and monitored through regular monitoring meetings.
  • Prepares monthly, quarterly and annual reports for financiers.
  • Maintains a working knowledge of laws, regulations, policies, and other requirements affecting grant management, particularly federal grant requirements.
  • Checks the coding of expenditure against limited grants to ensure adequate reporting.
  • Helps maintain and analyze personnel allocations.
  • Works with program managers to track and manage their budget and grant expenditures.
  • Works closely with the North American Programs and the Budget & Fiscal Compliance teams to support branches with all financial agreements, monitoring and reporting, including the preparation of branch financial reporting workbooks.
  • Assists in the compilation and preparation of annual operating and capital budgets.
  • Prepares and performs monthly budget and actual analyses. Performs quarterly forecast reviews with program managers. Communicates results of reviews and analyses to finance leadership.
  • Helps compare programmatic planning against funding constraints to provide a realistic financial and budgetary outlook.
  • Works with the HQ program team to prepare budgets for North America proposals.
  • Ensures budgets are timely and accurate.
  • Assists with the annual HIAS budgeting process.
  • Performs other assigned duties.

QUALIFICATIONS AND REQUIREMENTS:

  • Bachelor’s degree in business administration, finance, accounting, international relations, or a related field.
  • 3-5 years of work experience, preferably experience in analyzing and interpreting budgets and subsidies.
  • Experience working at a national or international non-profit organization is an advantage.
  • Excellent analytical skills and problem solving are required. The ability to communicate financial information to non-financial personnel is also required.
  • The ability to effectively multi-task is required. You must also have an eye for detail and be able to see the big picture as well as the smallest details.
  • Excellent interpersonal, written and verbal communication skills are required.
  • Intermediate or higher level skills in Microsoft Excel are required.
  • Travel, including travel to unsafe work environments, may be necessary.
