Work context

CESVI has been active in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Today, CESVI is one of the best positioned NGOs in Libya, active in the coordination of different sector working groups – in particular protection – with a diverse donor portfolio, serving all vulnerable target groups.

In detail, CESVI has implemented programmes to support migrants, internally displaced persons and vulnerable host communities through service delivery and support to CSO. This includes centre-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness raising activities, mental health and psychosocial support, referrals to external services, cash assistance and non-formal education, community development and social inclusion at the local level.

The HR Learning and Development & Safety Focus Point reports directly to the Head of Mission Libya and is an integral member of the Senior Management Team, working with the Head of Programme, the Financial Manager, the National Representative and the Regional Operations Manager.

Position

JOB DESCRIPTION

Location: Tunis (50%) – Libya (50%)

HR Learning and Development (50%)

Libya

  • Develop and implement comprehensive learning strategies: Identify and assess learning needs at all levels of staff. Design, deliver and evaluate training programs aimed at improving staff skills, performance and career development.
  • Facilitate core training sessions for HR: Conduct sessions on key topics such as Code of Conduct, Performance Management and Protection from Sexual Exploitation and Abuse (PSEA). Also provide mandatory training on internal regulations and CESVI SOPs to ensure compliance and awareness of staff.
  • Update and maintain HR policies and documentation: Work with the HoM and HR Manager to review and distribute annual HR guidelines and other key mission documents, ensuring they align with organizational policies and local regulations.
  • Support succession planning and talent management: Work with senior management to identify and develop internal candidates for key roles, creating a talent pipeline that supports the organization’s long-term goals.

Tunisia

  • Overseeing HR management for Tunisian and foreign staff: Act as the primary HR point of contact and provide advice on HR policies, employee relations and contract management for six Tunisian employees and 15 expatriates.
  • Support staff well-being: Provide tailored support to staff in Tunis, addressing issues such as stress, fatigue and personal concerns. Facilitate access to specialized services and interventions when needed.
  • Introduction and onboarding: Coordinate comprehensive introduction and onboarding programs for new employees and ensure a smooth transition and integration into the organization’s culture and operations.
  • HR compliance and monitoring: Ensure compliance with local labor laws and CESVI internal policies. Conduct regular reviews and audits of HR practices to mitigate risks.
  • Develop HR tools and resources: Create and update HR resources, such as welcome kits, employee guides and training materials, to ensure they align with current policies and best practices.

Safety and PSEA contact person (50%)

Libya

  • Strengthen security systems: In consultation with all levels of the organizations, lead the development and implementation of Safeguarding and PSEA policies and practices, ensuring alignment with CESVI global standards and local legal requirements.
  • Integrate protection into recruitment and induction: Ensure Safeguarding and PSEA principles are incorporated into recruitment processes and induction programmes for new staff, including tailored reference questions.
  • Monitoring and reporting on protection activities: Develop and implement mechanisms, including integrating current methods, to monitor protection practices, document incidents, and report findings to senior management and corporate headquarters.
  • Coordinate the awareness of protection: Work with field coordinators and supervisors to raise awareness among communities and beneficiaries through targeted campaigns and training sessions.
  • Develop and maintain security documentation: Create and maintain resources, including training materials, incident reports, and policy documents, ensuring they are accessible and up to date.
  • Perform security risk assessments: Evaluate the protection risks of new projects and partnerships and recommend and implement mitigation strategies.

Technical support and capacity building

  • Build protection capacity: Organise and deliver regular training sessions for staff, partners and volunteers on safeguarding and PSEA, using case studies, quizzes and discussion groups to reinforce learning.
  • Provide technical support during investigations: Provide expertise and logistical support during security investigations and ensure compliance with CESVI protocols and regulatory requirements.
  • Resource management: Maintain an up-to-date database of protection tools and resources and ensure they are translated and accessible to all employees and stakeholders.
  • Participate in technical discussions: Contribute to the CESVI technical unit and ensure that conservation and PSEA considerations are integrated into all programmatic activities.

Requirements

REQUIREMENTS

Education

  • Required: BA/BS in Human Resources, Social Sciences, Psychology, Law, Gender Studies or related fields. Advanced degree preferred.
  • Desirable: Certifications in HR management, learning and development or protection.

Experience

  • HR Learning and Development: 3-5 years of experience in HR, with expertise in learning and development, training and management of both national and international staff.
  • Protection and PSEA: 3-5 years of experience in Safeguarding and PSEA, with experience in policy integration, risk assessment, capacity building and investigations.

Skills and competencies

  • Leadership: Strong leadership and decision-making skills.
  • Language proficiency: Fluent English is required; proficiency in French is preferred. Arabic is a plus.
  • Analytical: Ability to assess needs, develop strategies and manage sensitive information.
  • Course: Experience in designing and delivering effective training programs.
  • Technical knowledge: Knowledge of child protection, HR best practices and PSEA protocols.
  • Adaptability: Ability to work in a complex work environment, with flexibility and multitasking skills. Excellent self-motivation skills and ability to work independently. Willingness and ability to travel and provide mobile support.

In order to protect its personnel, an assessment of their suitability for the function in each mission is therefore carried out before departure. Such an assessment is carried out by the Organization’s occupational physician, who will also examine the vaccination coverage.
