Job description

The Finance Officer is responsible for ensuring that day-to-day accounting and administrative activities and financial management functions are carried out in accordance with the policies, procedures and requirements of the IMC country office.

Tasks and responsibilities

  • ​Review and process all payment requests and disbursements of funds to districts, ensuring that coding and approvals are correct and that all supporting documentation is attached and complies with donor rules and regulations.
  • Ensure that daily cash and surprise counts are performed according to policy and that all cash and bank balances are submitted to head office in TMS on a timely basis on a daily basis.
  • To prepare all monthly cash reconciliations.
  • Coordinating various files; investigating unusual matters and bringing them to the immediate attention of the supervisor.
  • Preparing the application for funds for field activities for submission to the Senior Finance Officer.
  • Maintaining and monitoring all national registers of personnel advances at field level.
  • Preparing all accounting entries from cash and bank transaction journals recorded in the accounting software to facilitate month-end closing.
  • Ensure that all financial and administrative documents are filed correctly.
  • Ensure timely submission of all monthly scanned financial documents.
  • Provide assistance with monthly internal audits and assist with audits of various locations and functions as required, including field visits to various locations and training of staff on financial matters.
  • ​To assist in developing budget proposals in Excel.
  • Prepare monthly pipelines in Excel, in collaboration with the budget holder, for review by the supervisor and final input into TM1 by the Senior Finance Officer.
  • To prepare financial reports as requested by the head office.
  • ​Acts as a backup to the Senior Finance Officer in case of emergency.
  • Any other responsibilities/tasks as the Supervisor may deem necessary from time to time.
  • Compliance with the requirements of the CBFRM guidelines and procedures. The employee will implement and participate in activities in accordance with the CBFRM guidelines.

Qualifications and experience

  • Bachelor’s degree in Finance or Accounting or equivalent qualification.
  • At least 5 years of relevant experience within a humanitarian organization or in working with vulnerable communities.
  • Minimum 2 years of experience supporting USAID-funded interventions and knowledge of the rules and regulations of the USG and other institutional donors.
  • Experience with accounting software and preferably ERPs.
  • Ability to work individually or within a team with minimal supervision.
  • Must be deadline oriented and have a strong eye for detail.
  • Excellent writing and interpersonal communication skills.
