An alleged “Davao Mafia” ensured that fugitive preacher Apollo Quiboloy, among others, could operate in the city. He even managed to build his own underground facility.

Thus claimed Rolando Valeriano, Representative of Manila’s 2nd District, who called on the government to “dismantle” and “eradicate” this mafia-like system and pave the way for the immediate arrest of the leader of the Church of the Kingdom of Jesus Christ (KOJC).

“These underground facilities could not have been built without the actions of government agencies, private entities and individuals,” Valeriano said in a statement on Sunday, September 8.

The outspoken, seasoned lawmaker simultaneously suggested that “some sort of general housecleaning should take place soon to wash away the systemic corruption that allowed Quiboloy to flourish.”

Quiboloy, spiritual advisor to former President and former Davao Mayor Rodrigo Duterte, is wanted for human trafficking and sexual abuse.

For two weeks now, Philippine National Police (PNP) officers have been searching for Quboloy at the KOJC compound in Davao City. Since then, they have turned their sights underground.

“There should be a thorough inventory of weapons, ammunition, explosives and dangerous chemicals in the possession of individuals in Davao City. All illegal POGOs (Philippine Offshore Gaming Operators) and fake BPOs (Business Process Outsourcing) in Davao City should be raided and dismantled,” Valeriano said.

According to him, President Marcos’ order to “ban POGOs should also be implemented in Metro Davao.”

“The National Telecommunications Commission should conduct a regulatory audit of all entities with franchises for broadcasting and internet services in Davao,” he said.

“The NTC must ensure that none of these franchises are used for purposes that are illegal and contrary to their franchises from Congress,” Valeriano stressed.

Valeriano is chairman of the House Committee on the Development of Metro Manila.
