Subsidies & MEAL Specialist – Ukraine – Ukraine

The Grants & MEAL Specialist is responsible for grant management for the Medical Teams International Ukraine country programme, including coordination of budget and proposal development, donor reporting, project monitoring, subcontractor management, and risk and compliance management.

In addition, this position is responsible for overseeing Monitoring, Evaluation, Accountability and Learning (MEAL) through technical analysis, design and support in line with medical team program standards, donor guidelines and humanitarian sector best practices to deliver high quality health programs.

The MEAL Specialist works closely with the technical advisors and experts at HQ and develops effective MEAL systems and data collection tools. He collects data using qualitative and quantitative methods, performs data entry and analysis, and supports donor relations by overseeing donor proposal and reporting processes.

JOB REQUIREMENTS:

  • A bachelor’s degree in international development, public health, statistics, or a related field is required
  • A Master’s degree in a relevant field is preferred.
  • Minimum 3 years of experience in humanitarian grants. Experience in managing large UNHCR, USAID, BPRM, ECHO and WFP projects is a plus.
  • Experience in drafting and developing well-formulated proposals is an advantage.
  • Demonstrated experience in collecting quantitative and qualitative data using various survey modalities and sampling methods, including development of collection instruments, training of enumerators, supervision of field collection, and data quality control.

KNOWLEDGE

  • In-depth knowledge of developing grant applications
  • Knowledge of INGO grant management, including complex fund and grant compliance and reporting
  • Knowledge of USAID, UNHCR, ECHO, WFP grant rules and regulations, donor reporting and requirements
  • Knowledge or understanding of quantitative and qualitative research methods
  • Knowledge of evaluation methodologies
  • Knowledge of CHS and SPHERE standards
