POINT is fully registered in Turkey and Iraq as a humanitarian organization with its headquarters in Gaziantep-Turkey and several field offices in Syria and Iraq.

POINT works closely with civilians such as displaced persons, refugees, returnees and host communities in three countries (Turkey, Syria and Iraq), alongside local initiatives, local NGOs and INGOs.

POINT HQ is located in Gaziantep, Turkey, to oversee the entire regional operations. POINT Syria field offices are located in Idleb and in Azaz. In addition, POINT has 9 protocols with the Turkish institutions). In Iraq, POINT has an active registration in both KRI and Iraqi governorates, the field office is in Erbil.

At POINT, we believe that the best solutions to support people in crisis are a rapid transformation from rapid response to resilience. This approach within humanitarian operations is crucial for the initial efforts of a community to recover, bounce back and start using their capacities. In the early stages, this starts with education and livelihoods, and in later stages, it ends with early recovery and rehabilitation.

The purpose of the job:

•The Project Coordinator is responsible for the implementation of POINT’s conservation and ERL projects, with a focus on activities in NWS through various modalities.

•The Project Coordinator is expected to successfully implement Protection & ERL projects by ensuring that all project objectives are fully met, that expenditure is accurate and that all project goals are achieved. The Project Coordinator reports to the Program Coordinator and directly leads the field team

•Provides day-to-day management of Protection & ERL activities implemented NWS, during project planning and implementation, and provides operational management. And to ensure implementation quality, accountability and transparency.

Report to: Program Coordinator

Main tasks:

Project planning

•Develop the overall Protection & ERL project mobilization, implementation, systems, approaches, tools and materials.

•Develop and implement activities in NW Syria.

•In collaboration with the project team, determine the strategic direction of the project in the short and medium term, map activities and contribute to the preparation of project proposals and budgets where necessary,

Project implementation

• Prepare and regularly update monthly project work plans and schedules to support achievement of program objectives within project timelines.

•Ensure that planned activities are successfully implemented according to POINT quality standards, SoPs and donor requirements.

•Ensure that project execution is on time, on target and on budget, using effective M&E systems to achieve the desired impact.

• Provide relevant technical expertise/guidance to ensure that technical quality and standards are maintained during project execution.

•Provide input and evaluate all activities regularly. Follow-up for an ongoing project together with the relevant department manager and the Filed Project Coordinator.

•Submit accurate and detailed reports on technical activities performed.

•Lead the project team and ensure that all field teams are comprehensively briefed on the objective, expected outputs and overall implementation strategy of a particular activity.

•Ensure that technical officers and other project/field personnel receive training and complete all necessary documentation in accordance with project requirements.

•Develop and submit donor and internal reports.

•He/she is expected to prepare reports on the implementation of activities, achievement of objectives, successes/challenges, feedback from beneficiaries, etc.

•Plan, coordinate and supervise staffing plans.

•Anticipate and mitigate risks and resolve unforeseen challenges during project execution.

Finances

• View spending plans and provide accurate forecasts with BOQs

•Forecast the project’s monthly cash needs and submit it to the Finance department.

• Monitor financial transactions and ensure they are in accordance with the approved budget.

Logistics:

•preparing the purchasing plans for the project and following up on these with the relevant departments.

•Contribute to quality controls and purchasing committees to finalize supplier selection based on the applicable scenario.

• Confirm the quality of the material selection if applicable

•Ensure proper management and utilization of project assets and supplies

Administration/HR

•Contribute to the recruitment of project personnel (development of organizational charts, ToRs, development of tests and their evaluation, interviews, etc.)

•Ensure that project staff understand and can perform their roles and responsibilities

•Monitor the work plans and daily activities of the project staff

• Manage the project staff in collaboration with the line manager

•Ensure a positive working environment and good team dynamics

• Conduct regular staff assessments and follow career guidance

•Manage interpersonal conflicts

•Ensure capacity building among staff in relevant sectors.

•Motivate and encourage staff and ensure a positive working environment.

Transparency

•Ensure that project data and documents (flat files, beneficiary lists, donation certificates, attendance lists, etc.) are properly prepared, compiled and archived according to POINT procedures.

Security

•Ensure that every member of the project team is aware of security issues, policies and SOPs and that they adhere to them accordingly.

•Report any security issues to donors and organizations in a timely manner.

Coordination:

• Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders at all stages of project design and implementation.

• Coordinate with NGOs working on related issues, particularly those relating to protection and ERL.

•Participate in the Protection & ERL and other clusters and their relevant working groups to ensure complementary programming with other actors.

• Map out different coordination mechanisms in the field, in Turkey, with donors and others as needed.

• Act as a central point of contact for all project-related issues and liaise with donors on project updates and other communications

Quality control

•Assess the activities undertaken and ensure efficient use of resources.

•Ensure that lessons learned are documented, shared and reflected in project planning and decision making

•Ensure quality control, analysis of added value and impact, identification and capitalization of best practices and lessons learned, and provide relevant feedback for the development of new projects.

• Conduct field visits to project sites in NWS

Grants and proposal development:

•Ensure that the project is implemented in accordance with donor rules and regulations, host government legislation and POINT policy.

• Lead the project expansion and adjustment, together with the finance department

•Identify new gaps and further opportunities to expand the program and lead the project development process.

• Hold regular grant evaluation meetings to ensure smooth programming and quality implementation and improve coordination between departments.

Reporting

• Provide regular and timely updates on progress and challenges to line managers and donors

•drawing up (external) project progress reports, ensuring the quality and accuracy of the technical information provided

•Any other tasks requested by the manager.

• Adhere to all organizational policies and follow administrative orders and disciplinary procedures for violations.

•A commitment to adhere to the Point organization’s zero-tolerance policy for incidents of sexual exploitation and abuse, and to promptly report any violations.

Skills and experiences:

  • Minimum 3 years of experience in managing and coordinating humanitarian projects (preference will be given to those with experience in managing protection and ERL projects).
  • Experience in project management and the life cycle of PCM projects.
  • Experience in emergency relief and development programs is preferred as you understand the living conditions of stakeholders and beneficiaries. Good command of English, especially report writing.
  • Good knowledge of Microsoft Office programs.
  • Good communication, problem solving, negotiation and management skills.

Qualification:

•Bachelor’s degree in relevant field.

•Experience with Project Cycle Management (PCM).

•Minimum three years of working experience in relevant tasks and good knowledge of the humanitarian aid system with a special focus on community-based projects.

• Demonstrable experience in working with multilateral and bilateral donors is required, in particular UN agencies and the GMS system.

• Demonstrable experience in protection and ERL activities is required.

•Previous experience with remote project management.

•High interpersonal skills with a strong analytical approach to problem solving and management.

•Excellent knowledge of written and spoken English and Arabic.

•Good command of MS Office programs.

•Turkish nationality is a plus.
