Terms of reference for a trainer in gender-responsive budgeting

ABA ROLI is seeking a qualified trainer to deliver a three-day workshop on gender-responsive budgeting for staff members of the Secretary of State for Equality (SEI) of Timor-Leste, scheduled for November 13–15, 2024 in Dili, East TimorThe workshop aims to provide SEI staff with practical tools to effectively support and monitor the implementation of gender-responsive budgeting within government.

Background
For 30 years and through our work in more than 100 countries, the American Bar Association Rule of Law Initiative (ABA ROLI) and our partners strive to strengthen legal institutions, support legal professionals, promote respect for human rights, and advance understanding of the law and civil liberties. In collaboration with our country partners, including government ministries, judges, lawyers, bar associations, court administrators, legislators, and civil society organizations, we design programs that support local needs and prioritize sustainable solutions to pressing rule of law challenges.
This call for proposals is part of the work that ABA ROLI is implementing in Timor-Leste through the Legal Reform Fund (LRF) program in Timor-Leste, which aims to remove barriers to women’s full and effective participation in economic life in key areas, including removing barriers to property ownership and management. The LRF program, funded by the U.S. Department of State’s Office of Global Women’s Issues (S/GWI), is currently being implemented in Guatemala, Indonesia, and Timor-Leste.

Duration, place and location
ABA ROLI expects the trainer to spend 10 full working days preparing and conducting the workshop. The workshop will be held in person in Dili, Timor-Leste, from 13 to 15 November 2024.

Scope of work
The selected trainer is responsible for the following tasks:

  1. Curriculum development:

Develop a comprehensive training curriculum that covers the key concepts and approaches essential for SEI to effectively support and monitor the implementation of gender-responsive budgeting in the Government of Timor-Leste.
Ensure that the curriculum is aligned with the context and needs of our organization and partners.

  1. Training offer:

Organize a three-day workshop in Dili, East Timor, from November 13 to 15 for selected SEI officials.
Use interactive and participatory training methods to ensure effective learning.

  1. Training material:

Develop and provide all necessary training materials, including presentations, handouts, case studies, and practical exercises.

  1. Evaluation and follow-up:

Develop pre- and post-training assessments to evaluate the effectiveness of the training.
Provide a detailed training report, including recommendations for further capacity building.

Deliveries

  1. Workshop overview and agenda.
  2. Concept workshop content and presentations.
  3. Content and presentations of the final workshop.
  4. Pre- and post-training assessment.
  5. Draft of the final report and recommendations (maximum 2 pages).
  6. Final report and recommendations (maximum 2 pages).

Qualifications and experience
The ideal training provider must have:

  • Master’s degree in business administration, finance, or a related field.
  • At least 10 years of experience in promoting gender equality, including advocating for gender equality initiatives.
  • At least 5 years of practical experience in financial planning and budgeting processes, preferably in a government setting.
  • Demonstrable experience in developing and implementing gender-sensitive budgeting strategies.
  • Demonstrated ability to deliver engaging and informative training on gender equality and gender-responsive budgeting to government personnel.
  • Excellent communication skills in English and/or Portuguese.
  • Ability to design and adapt training materials to the specific needs of an institution.
  • Experience working with diverse groups, including marginalized communities, and an understanding of gender dynamics and cultural sensitivities.

(Please note that ABA will directly cover travel and lodging expenses for trainers living outside of Dili. Trainers living outside of Dili will also receive a per diem allowance of $90 USD for meals and incidentals, minus meals provided during the workshop.)
  3. Examples of similar trainings that have been given previously on gender-sensitive budgeting.

The proposal package must be submitted via JazzHR. Proposals will be reviewed on a rolling basis through October 10, 2024. Early submissions are encouraged.
