Coordinator of the Washington Advisory Committee on Trafficking (WashAct) – United States of America

Background: IRC opened an office in Seattle in 1976 and provides a continuum of services including intensive case management, employment and economic empowerment services, immigration assistance, health and wellness programs, and educational support to refugee and immigrant families in Washington State. Function overview: IRC Seattle has been serving survivors of human trafficking since 2004 and is one of three co-chairs of the Washington Advisory Committee on Trafficking (WashACT), along with the Seattle Police Department (SPD) and the U.S. Attorney’s Office for the Western District of Washington (USAO). WashACT is a multidisciplinary task force committed to a collaborative, victim-centered, and trauma-informed approach to responding to human trafficking incidents. WashACT is supported by Enhanced Collaborative Model (ECM) grants from the Department of Justice, Office for Victims of Crime (OVC). IRC’s Washington Anti-Trafficking Response Network (WARN) program supports survivors of human trafficking as they build lives free from trauma and exploitation.

The WashACT Coordinator leads the management and coordination of WashACT, including convening regular meetings, ensuring that meeting minutes are created and made available, leading the development and updating of task force protocols, leading the development and implementation of strategic and long-term sustainability planning, formalizing MOUs, conducting outreach activities to expand task force membership, and collecting, reporting and sharing performance measurement data with funders and all WashACT stakeholders.

Main Responsibilities:

  • Responsible for leading administrative and operational activities of WashACT
  • Drive the development, documentation, and implementation of task force protocols and processes
  • Conduct outreach to new task force members, process membership applications, and onboard new members
  • Act as a coordinating entity between task force members and participating stakeholders to ensure that all objectives are achieved.
  • Seek the opinions and input of task force members to understand needs and feedback
  • Implement the WashACT 5-year strategic action plan 2021-2025 in collaboration with Task Force leadership and stakeholders and monitor and document the achievement of action points
  • Maintain and foster relationships with OVC, OVC Training and Technical Assistance, fellow ECM-funded Task Force representatives, Freedom Network USA, and other national partners and stakeholders.
  • Coordinate monthly, quarterly and semi-annual general meetings of WashACT, the leadership team and subcommittees, including but not limited to arranging venues, briefing attendees, proposing meeting agendas, confirming speakers, facilitating meetings, proposing priorities for subcommittees, taking meeting minutes, tracking attendance and responding to meeting follow-up items.
  • Coordinate data collection, reporting and evaluation processes in collaboration with IRC, SPD and evaluation consultant, in accordance with funder requirements and response to Task Force objectives.
  • Develop semi-annual reports required under the ECM grant for approval by the WashACT co-chairs, in collaboration with IRC and SPD staff
  • On behalf of WashACT and WARN, respond to requests, coordinate and provide trainings, presentations and outreach activities for community groups, service providers, law enforcement and other interested groups to increase awareness and improve identification of victims of all forms of human trafficking from a multidisciplinary perspective
  • Analyze developments in human trafficking laws and policies, advise task force leadership and program partners, and assist in the creation of training and education materials for public understanding and consumption.
  • Play an active role in local coalitions and task forces, as well as other key local and federal agencies addressing human trafficking in Washington; understand and represent the task force’s experiences with these partners
  • Work closely with members of the IRC, SPD, USAO and WashACT in all aspects of the management and operation of the Task Force
  • Manage WashACT Email, Listserv, and Website Content
  • Recruit and supervise volunteers and interns, as needed
  • In this role, you will work closely with the IRC/WARN program team, SPD, USAO, other federal and local law enforcement partners, non-governmental organizations including direct service providers, community-based organizations, awareness groups, and legal services providers.
  • Other related duties as assigned.

External: SPD, USAO, HSI, FBI, WashACT evaluation consultant, and other local, state, and federal partners

Job requirements:

  • Relevant degree or equivalent combination of education and experience
  • Experience as a refugee or immigrant or related experience is an advantage.
  • 2-3 years working within a multidisciplinary group including non-governmental service providers, law enforcement, local and federal government agencies, community-based organizations, and other stakeholders
  • 2-3 years of substantive experience with human trafficking and its approach
  • Understanding a human rights-based, trauma-informed, person-centered approach to human trafficking response and support services
  • In-depth knowledge of human trafficking issues, trends, laws and regulations and an understanding of the perspective and needs of survivors
  • Commitment to anti-racism and continuous learning
  • Experience in providing training and reaching various target groups
  • Experience with public speaking
  • Must have an eye for detail and excellent oral and written communication skills
  • Must be comfortable in a fast-paced, multicultural environment
  • Ability to deal with different groups of people
  • Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize tasks and manage time effectively
  • Ability to work independently to ensure proactive and quality execution of tasks, as well as the ability to work as part of a team
  • Enjoys working in high stress environments; must be adaptable, flexible and patient
  • Strong organizational and time management skills
  • Professional proficiency in English, both spoken and written, bi-/multilingualism is desired
  • Proficient in Windows operating system and confident in computer skills (word processing, email, data entry); willingness to learn new software and systems

Compensation: Posted salary ranges apply to candidates in the U.S. Ranges are based on several factors, including labor market, job type, internal equity, and budget. Exact offers are calibrated based on job location, individual candidate experience, and skills against defined job requirements.
