Senior Grant Officer – Jordan

PURPOSE OF THE JOB:

The primary role of the Corporate Services Department is to provide general guidance, administrative and financial support services to all other departments, and to ensure compliance with internal governance obligations and procedures. This department is also responsible for leading and managing logistics, procurement and tendering processes, sub-grant management and ensuring compliance with relevant donor policies and regulations.

The Senior Grants Officer is responsible for overseeing subrecipient selection, contracting, management in accordance with ARK and donor policies and procedures. They will also provide support for subrecipient capacity building and day-to-day mentoring.

MAIN RESPONSIBILITIES:

  • Assist project teams in selecting subcontractors, including:
    • Preparing pre-qualification surveys or expressions of interest
    • Advertising opportunities for sub-grants
    • Assistance with selection memoranda and preparation of evaluation documents for subcontractors.
  • Lead the risk assessment process prior to awarding the grant to the sub-recipient.
  • Responsible for screening and monitoring subcontractors in accordance with internal and donor requirements, in addition to the mandatory subcontractor eligibility requirements.
  • Responsible for providing regulatory compliance training to subcontractors.
  • Drafting and executing subcontractor agreements.
  • Ensure reconciliation of subcontractor financial reporting by reviewing supporting subcontractor documentation to verify compliance with ARK, donor, and subcontractor rules and regulations.
  • Closely monitor subcontractor budgets and subcontractor expenditures in collaboration with the finance department.
  • Anticipate required changes to the sub-award and implement the changes to the sub-award.
  • Submit subcontractor payment requests in a timely manner.
  • Support for capacity building of subcontractors in line with the recommendations of the pre-award risk assessment.
  • Contribute to the monitoring plan for sub-recipients.
  • Manage the closing of subaward contracts and ensure that closing reporting and completion certificates are completed in a timely manner.
  • Ensure accurate SharePoint archiving of subcontractor documentation.
  • Submit and track payment requests from subrecipients on SharePoint.
  • Ensure that the organization’s policies, procedures and compliance practices are followed throughout the project lifecycle.
  • Provide ongoing guidance to project staff regarding compliance requirements relevant to sub-award management.
  • Work closely with project staff, operations, and finance to ensure compliance with donor regulations and ARK policies and procedures.

OTHER RESPONSIBILITIES:

  • Provide support with project administration to replace peak capacity or absence.
  • Support with introductory training for new project employees, if necessary.

SKILLS, KNOWLEDGE AND EXPERIENCE:

Essential

  • Bachelor’s degree in a related field.
  • At least 3 years of professional work experience in grant management, preferably within the context of humanitarian aid or international development.
  • Experience with donor rules and regulations, particularly US funds, and knowledge of CFRs.
  • Experience with USAID and familiarity with USAID rules and regulations is an asset.
  • Knowledge of the rules for eligibility of costs in the areas of purchasing, HR and travel for government donors.
  • Excellent command of English and Arabic, both written and spoken.
  • Flexibility and the ability to work under pressure.
  • Ability to prioritize, manage time efficiently, and work independently on multiple tasks simultaneously.
  • Strong interpersonal skills, teamwork skills and coordination skills.
  • Must be able to maintain the highest degree of confidentiality with regard to work-related information.
  • Computer skills in Microsoft Office programs (Word, Excel and Outlook).
