JOB SUMMARY

The Finance & HR Officer is responsible for overseeing financial and human resources activities to ensure compliance with local regulations, MedGlobal policies, and donor requirements. They manage financial transactions including bank disbursements, payroll, and cash counts, while also supporting HR functions such as recruitment, personnel file management, and staff training. This role involves working closely with MedGlobal Head Office, program managers, and field staff to maintain transparency, accuracy, and efficiency in financial and HR activities. The Finance & HR Officer plays a critical role in maintaining integrity, accountability, and adherence to best practices in finance and HR management within the organization.

MAIN TASKS AND RESPONSIBILITIES

Financial and accounting activities

  • Support the programmes and in-country procurement teams in the implementation of projects.
  • Ensure timely data entry into the accounting software and maintain accurate transaction records (Quickbooks).
  • Prepare, review and manage all financial documents, including vouchers, payment requests and supplier payment statements.
  • Process payments and ensure timely payment to suppliers with proper documentation.
  • Maintain important financial records (cash, bank, asset, collection and payment registers).
  • Prepare monthly bank reconciliations and pay slip statements, including tax and VAT calculations.
  • Assist with audits and ensure all documentation is accurate and up to date.
  • Oversee inventory controls and ensure financial data in both software and on paper is correct.

Human Resources and Administration

  • Ensure that employment practices comply with local labor laws.
  • Ensure the preparation, payment and administration of staff salaries and allowances.
  • Maintain personnel records in accordance with MedGlobal policy, local law, and donor requirements.
  • Provide training, mentoring or coaching in performance management and relevant financial and HR areas.
  • Communicate regularly with field management and HR at head office on HR-relevant issues.
  • Inform team members about HR procedures and provide instructions as needed.
  • Ensure HR and accounting documentation is available to your employees in a language they understand.
  • Update the employee database regularly and manage staff leave.
  • Coordinate the recruitment process for new/vacancies in collaboration with the Country Representative and Program Manager.
  • Ensure that performance management is carried out on schedule and that appropriate documentation is provided on time

Networks and communication

  • Collaborate with banks, financial institutions and partners to ensure smooth financial processing.
  • Represent MedGlobal at meetings and communicate effectively with headquarters and other departments.

Reporting

  • The Finance and HR Officer reports technically to the Finance and HR Managers at MedGlobal HQ.
  • Conduct regular internal audits and report any fraud or theft immediately.
  • Manage VAT, tax return and MedGlobal office registration forms, including relevant reports.

QUALIFICATIONS AND SKILLS

  • Bachelor’s degree in finance, accounting, human resources, business administration, or a related field.
  • Minimum 3 years of experience in financial and/or HR functions, preferably in an NGO or similar environment.
  • Demonstrable experience in financial management, including budgeting, financial reporting and cash flow management.
  • Experience with HR functions such as recruitment and selection, payroll processing and personnel file management.
  • Knowledge of donor regulations and compliance requirements.
  • Knowledge of financial software and tools, particularly QuickBooks or similar accounting software.
  • Strong analytical skills and attention to detail for accurate financial reporting and analysis.
  • Excellent organizational and time management skills so you can effectively manage multiple tasks and deadlines.
  • In-depth knowledge of Lebanese labor laws and local regulations regarding labor practices.
  • Excellent communication skills, both oral and written, for effective collaboration with internal and external stakeholders.
  • Ability to work independently with minimal supervision and as part of a team.
  • Strong interpersonal skills for building relationships and mentoring colleagues.
  • High degree of integrity and commitment to ethical behavior in financial and HR management.
  • Ability to adapt to changing priorities and work in a rapidly changing environment.
  • Knowledge of Microsoft Office Suite, particularly Excel and Word, for data analysis and documentation purposes.
  • Experience working in international environments or with diverse cultural backgrounds (experience working in the Lebanon region is a plus)
