Four men arrested and charged with sexual assault of minors

In September 2024, Frederick County’s Interagency Child Exploitation and Persons Trafficking (INTERCEPT) Task Force organized a multi-agency initiative aimed at combating sexual assault of minors. The organized effort included participation from the Washington County Sheriff’s Office and the Montgomery County Police Department. “This collaborative effort is part of an ongoing commitment to protect our community from child molesters.” Three Maryland men, including a Clarksburg man, were arrested and charged.

According to the Frederick County Sheriff’s Office: Over the course of several days, law enforcement personnel conducted multiple operations using a wide range of covert and overt tactics. These tactics were deployed in both online and in-person encounters. The focus of the initiative was to identify and apprehend adult offenders who attempted to engage in sexual encounters with minors.

In addition to the focus on removing offenders, participating agencies have engaged in community-based efforts to educate parents and caregivers about the signs of recruitment and the importance of open communication with children about online safety. Law enforcement encourages anyone with information about recruitment or exploitation of minors to contact their local authorities.

Together, we can create a safer environment for our children and hold offenders accountable for their actions. During this week-long initiative, the following individuals were identified and arrested. Arrested and charged:

Juan Carlos Vazquez-Natera (Date of Birth: 08/08/1991)

Clarksburg, Maryland – 2 counts of sexual assault of a minor


Jeffrey Allen Ringersma
(DOB: 9/12/1962) Virginia Beach, Virginia – 2 counts of sexual assault of a minor


James Leonard Cogswell
(DOB: 05-23-1955) Walkersville, Maryland – 1 count Sexual Assault of a Minor


Samuel De Jesus Valle-Penate
(DOB: 03-20-1982) Baltimore, Maryland – 1 count Sexual Assault of a Minor


Arrested and awaiting extradition from Washington State
: Daniel Salazar Lara (04-28-93) – No Photo – Puyallup, Washington, 19 counts of solicitation of child pornography, 1 count of transmission of obscene material
