Protection against violence Specialist Ukraine – Ukraine

What we are looking for:

NRC Ukraine is looking for an experienced Protection from Violence Specialist to lead the technical development of the Protection from Violence (PfV) Core Competency (CC), strategic direction and quality assurance, the CC strategy and quality control. The specialist will be responsible for guidance, training and capacity building of staff in CC technical capacity. The CC Specialist will also support NRC’s efforts in promoting the protection of civilians in conflict situations.

The ideal candidate must be based in Ukraine or have the legal right to work there.

What you will do:

  • Develop or update national technical standards, guidelines and programming resources for protection against violence (civilian self-protection, specialized services, protection analysis and monitoring, site management).
  • Assess training and development needs within the Protection from Violence teams; develop a capacity building plan and implement the plan with the support of the Protection from Violence managers or coordinators, develop training materials based on relevant program guidelines and SOPs and roll out training on civilian self-protection, protection analysis and monitoring, individual protection assistance, Site management/urban relocation from the camp.
  • Conduct site/site visits to monitor the quality of implementation, including on safe and inclusive programming; and provide technical advice as required, and tailored and needs-based capacity building for field staff.
  • Contribute to setting up functional internal and external referral mechanisms
  • Strengthen area-based coordination mechanisms, leading protection sector coordination where relevant.
  • Prioritize programmatic links with other CCs and integrated programming.
  • Lead the safeguarding analysis and work closely with colleagues in information, advice and legal aid (ICLA), access and advocacy. Support the country management team in developing the engagement strategy for the protection of civilians.
  • Guide Area Office teams on how to identify and build relationships and capacities of relevant community-level stakeholders to engage in civilian self-protection.
  • Promote innovative programming involving networks of volunteers, local actors and civil society.
  • Technical supervision of relevant violence protection teams, including providing training, guidance and mentoring to carry out monitoring, analysis and advocacy activities in the field of violence protection.
  • Participate in humanitarian coordination structures and work with other organizations and partners to ensure that the protection program is aligned with broader efforts to prevent violence and coercion.
  • Support areas in identifying needs and priorities to support collective sites, promote community engagement and area-based coordination.
  • Guide Area Office teams in identifying potential violence protection partners and support NRC’s collaboration with them, if relevant.
  • Work closely with NRC partners to ensure quality case management and safeguarding monitoring, as well as appropriate linkages with direct NRC programs.
  • Updating SOPs and guidelines to ensure timely use of Individual Protection Assistance to reduce protection risks.

What you bring:

  • Minimum 5 years of experience in technical expertise in humanitarian contexts
  • Experience working in complex and volatile contexts
  • Relevant educational background in law or social sciences. Documented results related to the responsibilities of the position
  • Fluent in English, both written and oral
  • Previous experience in Ukraine or neighboring countries is a plus
  • Knowledge of the Ukrainian language is a plus
  • Experience implementing/overseeing civilian self-protection programs
  • Experience in conservation monitoring, analysis and advocacy
  • Experience implementing/overseeing the delivery of specialist protection services, including case management and individual protection assistance (cash for protection)
  • Experience in representing an agency in national coordination mechanisms would be an asset
  • Knowledge of CCCM/Site Management/Urban Displacement Out-of-Camp (UDOC programs) and Community Engagement approaches would be an asset.

  • Location: Kiev, Ukraine.
  • Contract duration: 12 months.
  • Travel costs: 40%.
  • Salary/benefits: scale 9 of the NRC national salary scale, with associated conditions
