Davenport man faces sex abuse charges involving children: court records

A 55-year-old Davenport man was taken into custody Friday after Davenport police investigated a report of inappropriate contact with two minors, according to court records.

Charles Tedford faces three counts of sexual abuse in the second degree, and two counts of sexual exploitation of a minor – cause for action; two counts of lascivious acts with a child – solicitation; two counts of purchase/possession of a minor in a sexual act – first offense; and two aggravated charges of distribution and exhibition of obscene material to minors, according to court records.

On July 26, Davenport police began an investigation that involved a 12-year-old and an 11-year-old at the time of the report, according to arrest affidavits.

Affidavits allege that Tedford “knowingly distributed obscene material to the victims” and “knowingly solicited the victims to arrange a sexual act with a child.”

Tedford offered the victims money for sex acts on multiple occasions, according to affidavits, which show he “encouraged the minors to take images/recordings of themselves performing sex acts and send them to him.”

Tedford, who was arrested on a warrant, was being held Friday in the Scott County Jail on a $125,000 cash-only bond.
