Grant Management Manager – Ukraine

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote sustainable solutions for displaced populations.

The DRC has been operating in Ukraine since 2014, currently has more than 800 employees in Ukraine and will continue its significant scale-up in 2024 to implement emergency assistance in the Protection, Livelihood, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (Humanitarian Mine Action) sectors. , using direct interventions, support to duty bearers and civil society organizations (CSOs) and partnerships with civil society organizations. DRC will continue its sustainable solutions portfolio and adapt it to the changing context.

DRC is currently looking for a highly qualified person Grant management manager to oversee the grants department and manage a portfolio of more than $80 million by 2024. The Manager will lead the grants team, ensure effective grants management systems across all grants and partners, and support standardized, efficient processes. In addition, they will work with the Head of Program to ensure the timely production of high-quality reports, concept notes and proposals.

Your main responsibilities will be:

Development of the proposal
• Lead the development of proposals in coordination with the Head of Program; coordinate, collect, draft and/or edit contributions and gather input from program staff, technical advisors, Headquarters and/or Regional Office and partners in accordance with Ukraine’s country strategy in the DRC. Collaborate with the Partnership Manager in writing proposals, including local implementing partners as sub-grantees

Grant management
• Organize and lead grant meetings, such as project kick-offs and close-out meetings, in accordance with the DRC PCM guidelines.
• Provide guidance and ensure compliance with donor and DRC rules, regulations and guidelines, and raise issues affecting external/internal compliance
• Ensure high-quality information management related to grants (including management of the DRC Grants Management System (GMS) and in-country documentation and trackers)
• Ensure quality and timely submission of donor narrative and financial reports
• Manage the application process and ensure compliance with (free) extensions, changes, additions and reallocations
• Liaise with external major donors regarding specific grant program issues
• Maintain and update the donor database to identify new donors and funding opportunities in line with the strategic priorities of the DRC Country and Regional Office

Capacity development
• Provide technical guidance and training on DRC and donor guidelines and proposal development and reporting to field offices.

Fundraising and donor contact:
• Support the development of the DRC’s fundraising strategies, in collaboration with the Head of Program
• Support fundraising efforts in coordination with the Country Director and HoP, including mapping donors and providing briefings to donor representatives in country
• Liaise with donor representatives and coordinate donor visits to program locations, in support of the CD and the HoP

DRC Dynamics ERP system
• Ensure that DRC Dynamics is used optimally
• Ensure proper application of ERP subsidies and project processes in the country
• Apply reports and data analysis from the ERP system to improve performance in the country
• Ensure ERP support is in place per country (i.e. super users)

About you

To be successful in this role we expect you to have at least 5 years of experience in proposal, project or program development, reporting or grant management at an INGO and at least 3 years of experience in people management. In addition, we also expect the following:

  • Master’s degree in International Relations, Humanitarian or Development Studies, Business Administration or other relevant field
  • Excellent knowledge of donor rules, regulations and procedures, including but not limited to US and European donors, EU funding mechanisms and UN agencies.
  • Proven experience in successfully applying for institutional donor funding
  • Previous proven experience with programs implemented through local partners or with remote management
  • Proven experience in capacity building and training of national staff and local partners
  • Ability to design, develop and implement processes
  • Excellent computer skills, including Microsoft Office
  • Full professional command of English
