Regional Protection Coordinator – Kenya

General purpose of the role:

A commitment to protection is at the core of the DRC’s mission. The Regional Protection Coordinator is the organization’s regional expert within the protection sector. In the East Africa and Great Lakes region (Kenya, Tanzania, Uganda, Ethiopia, Djibouti, Somalia, Burundi, South Sudan, Sudan and DR Congo) there are concerns about the protection of refugees, returnees, displaced persons and people in mixed migration flows, are central to informing the DRC’s program and policy interventions. The purpose of the Regional Protection Coordinator is to strengthen protection in the DRC’s programs and responses.

The Regional Protection Coordinator is responsible for leading the development of analyzes of regional protection trends, providing technical support to protection staff in country programs, supporting technical capacity building, leading in building the central role of protection by contributing to program and business development, and representing the DRC in key regional partners, stakeholders and forums. The position will also support the DRC’s broader work in the EAGL region through co-leadership of the Regional Protection Working Group for East Africa, and collaboration with the Regional Platforms for Sustainable Solutions for East Africa and for the Greater Lakes, and the Mixed Migration Center (East Africa). and Southern Africa), which is based on the protection of individuals and communities affected by displacement and migration trends.

The most direct counterparts of the RPC in her/his daily work will be the country level program heads and protection coordinators and managers. The RPC will fulfill an advisory and technical supervisory role to the protection leader/coordinator/specialist in the country. The RPC reports to the Regional Head of Program EAGL and has a technical compliance reporting line to the Head of the DRC Global Protection Unit (GPU) at Headquarters.

Responsibilities:

The regional protection coordinator for EAGL will do that

  • In consultation with Regional Advocacy, CO Heads of Program, ReDSS and MMC, develop a regional protection strategy for the entire EAGL region, aligned with the global protection strategy and priorities. Provide technical support to country offices to develop their own protection strategies, based on protection assessments, and to roll out protection sector assessments for countries.
  • Look for opportunities (research, cross-border projects) in collaboration with ReDSS, MMC, Regional Advocacy and other relevant stakeholders in the region to further explore aspects of DS in the EAGL context.
  • Work closely with the technical experts in economic recovery, climate adaptation and alternative finance to develop new, integrated programs to mitigate climate change, increase economic empowerment and build a sustainable conservation portfolio.
  • Develop a regular EAGL analysis of regional conservation trends for the region to help inform programming, policy, advocacy, and preparedness.
  • Provide technical support to country programs to ensure that quality protection monitoring, analysis, strategies and responses are in accordance with global standards and principles (DRC Protection Minimum Operational Procedures – P-MOPs).
  • Lead the development and/or rollout of global and regional DRC protection standards and guidelines; development of strategic protection documents, standard operating procedures and capacity building tools at regional level. To this end, provide technical support to country offices, particularly in the following programmatic areas:
  • legal aid, protection information management (PIM), including protection monitoring, case management, psychosocial support, gender-based violence and community-based protection
  • Ensure technical evaluation and/or support for the development of proposals at CO level to ensure the central role of protection and harmonization of protection standards, and that protection principles are integrated into all technical sectors, in particular in the humanitarian disarmament, peacebuilding and economic recovery of the DRC.
  • Ensure that national Protection Information Management (PIM) capacity is of good quality and standard. Work with regional and national MEAL, information management and IT staff to ensure the development and operationalization of quality protection IM systems in the region.
  • Provide technical evaluation and input to regional and national programs on advocacy and policy documents to ensure the integration of the central role of protection and harmonization of protection approaches across countries in the region.
  • In addition to ReDSS and MMC, identify and design regional program opportunities and manage regional conservation initiatives.
  • Support the development of technical capacity of country offices in identified areas of need. Design and provide appropriate training or seek relevant expertise.
  • Lead the development, review and inclusion of minimum standards related to age, gender and diversity mainstreaming, while supporting COs in program development processes.
  • Contribute to training, awareness, reporting and response processes related to the prevention of sexual exploitation and abuse (PSEA).
  • Support the rollout of the GDPR compliance work being undertaken in the region when it comes to implementing protection.
  • Contribute to the development and implementation of security policies, guidance and resources in collaboration with the GPU at headquarters.
  • Contribute to the adaptation of DRC protection program approaches and the development of guidelines, tools and innovative approaches based on research on trends and lessons learned from country offices.
  • Responsible for identifying pilot projects for the further development of the protection sector in the region. Contribute to the communication of results and the development of recommendations.
  • Represent the DRC in regional protection coordination meetings where relevant.
  • Act as an interface between countries and GPU for specific requests from the field.

Experience and technical competencies (including years of experience)

  • A bachelor’s degree in a relevant field (law, political or social sciences or related disciplines).
  • Minimum 5 years of senior work experience in field-level protection for an I/NGO, including working with displaced communities
  • Documented technical writing skills, including writing policy and advocacy documents
  • Documented policy advocacy skills
  • Documented capacity building and training skills
  • Excellent skills in MS Word, Excel and PowerPoint
  • Experience with project cycle management
  • Experience in field protection from the 10 countries of the region is an added advantage
  • Proven experience leading and conducting analysis and research will be an added advantage
  • Have a clear understanding of the regional protection issues in the EAGL region
  • Good IT control
