Access Assistant – Idleb Syria – SYNAT – Syrian Arab Republic

General description of the program:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL works within the Idleb administration, both through direct implementation and through partners, delivering food and non-food programs to highly vulnerable populations, and providing water, sanitation and hygiene (WASH) through support to water units, as well as emergency assistance to recently displaced households.

GOAL has been working in the Government of Northern Aleppo since 2019, through direct implementation and through partners, delivering food and non-food programs to highly vulnerable populations, as well as emergency assistance to recently displaced households.

Main tasks:

  • Ensure the management of guards and vehicle safety under the direction of the Assistant Access Operations Manager and ensure that all guards fully fulfill their responsibilities.
  • Access Assistant manages all safety and access equipment and ensures it is well maintained and functional, including first aid kits and fire extinguishers.
  • Ensure the safety of the offices and staff and participate in the development of standing instructions for Access.
  • Train new employees in communication protocols and the communication tree.
  • Maintain a table of contact numbers for all staff working in the office, update and share the list with the Access Operation Deputy Manager on a weekly basis.
  • Keep a copy of the visitor log and check it monthly.
  • Please ensure CORRECT contact numbers are available and updated in all vehicles and offices.
  • Ensure all office staff have an updated ‘GOAL ID’.
  • Report daily to the Assistant Access Management Manager on the general situation of the office with regard to the safety and security of the building.
  • Ensure that the communication schedule with the teams is understood and adhered to, recording all communications and any communication errors in a separate communication log.
  • Maintain regular verbal contact with all cars and team leaders in the field.
  • Complete the daily team itinerary and share it with the Assistant Manager of Access Operation.
  • Ensure that the traveling team has the correct equipment as required by GOAL safety procedures and that the vehicles have a first aid kit.
  • Gather information from the field as and when requested.
  • Maintain a database of all health facilities in the GOAL operating areas, complete with contact details. Update this list monthly.
  • To perform any other relevant duties as requested by the Access Coordinator.
  • Train and supervise the Guard team.
  • Planning and coordination for handling various Access Incidents with Deputy Access Operations Manager.
  • Monitor and ensure the implementation of the evacuation plan and its monthly updating in coordination with the Assistant Access Operations Manager.
  • Assist in monitoring the surveillance system to ensure it is operational and report any faults to the relevant Access Operations Policy Officer
  • Assist in monitoring the mission letter for field movements and ensuring they are implemented in accordance with relevant policies
  • Reporting on accidents and violations.
  • Verify and resolve issues related to office access and security in coordination with the Deputy Access Operations Manager.
  • Preparing weekly reports.

Requirements (person specification):

  • BA degree.
  • Work experience at NGOs for at least 3 years.
  • Work at S&S in NGOs for at least 1 year.
  • Well spoken and written Arabic.
  • Well written English.
  • Computer skills – (Word and Excel…)
  • Technical skills, including installation, and social media…
  • Clear communication skills.
  • The ability to record, store and transmit accurate messages is essential.
  • Ability to work under pressure and respond calmly and logically to emergency situations.
  • Sensitivity to gender and diversity issues in work practice.
  • Good knowledge of the context of GOAL work areas.

Requirements (desirable)

  • Proven team management experience of at least 1 year.
  • Proven experience writing security incident reports and updates.
  • Follow relevant S&S training.
  • BA English, Business Administration are an advantage.
