Humanitarian Fund for Haiti | OCHA

The Haiti Humanitarian Fund is part of the Latin America and Caribbean Humanitarian Fund (LAC HF), recently established by the Emergency Relief Coordinator and managed by OCHA. The Fund aims to respond to the most urgent humanitarian needs, particularly for the most vulnerable people in need of humanitarian assistance and those in hard-to-reach areas.

The strategic use of the Fund will allow support for sustainable solutions linked to humanitarian needs, especially in areas exposed to climate-related hazards or receiving new population flows from the capital Port-au-Prince, as well as support for collective anticipatory actions. related to disasters, validated by the Humanitarian Country Team (HCT) and complementary to other funding.

Other key programming areas include accountability to affected people, participation in programming, access and humanitarian negotiations, mainstreaming of protection, proactive protection against sexual exploitation and abuse, cash transfers, gender equality, response to gender-based violence and inclusion of specific needs of children, individuals with disabilities and other vulnerable or minority groups, including LGBTQIA+ people. The Fund will also encourage coordination and cooperation with other funding sources to ensure complementarity and coherence through a triple nexus approach and inter-pillar cooperation.

The Fund will strengthen coordination between actors and mechanisms both in Port-Au-Prince and across the country, ensuring that needs-based priorities are identified in coordination with affected communities, in support of the localization agenda and sustainable solutions. The Fund will use a multi-sectoral and coordinated area-based approach to meet the most urgent needs. This includes rapid and flexible responses to emergencies, improved access to assistance (both for people in need and for affected people for humanitarians) and adapting responses based on community needs.

Programming priorities, supported by the Humanitarian Coordinator’s Vision Strategy for the Fund and the Fund Localization Note, call for community consultation and participation in project design and implementation, ensuring that projects meet community-expressed needs. The emphasis is on area-based programming for sustainable solutions, integrated multi-sectoral action to maximize impact and joint programming through consortia, joint programs or innovative processes.

OCHA encourages donors to contribute to the Fund, highlighting its added value compared to other financing mechanisms, particularly in advancing the localization agenda. The Fund aims to mobilize assistance beyond traditional donors to attract new financing for Haiti, including member states from the LAC region, the private sector and the Haitian diaspora.
