Work context

WeWorld has been present in Lebanon since 2006 and aims to increase the resilience of the population in the governorates of Baalbek-Hermel and Akkar, through interventions in the multi-sectoral emergency response programme, food security, livelihoods, water management and local economic development. WeWorld’s long-term operational presence ensures access to deployment areas, coupled with a comprehensive understanding of the needs of displaced people, refugees and host communities living in the area.

WeWorld’s operational capacity in Lebanon includes +50 staff deployed across four offices and one emergency warehouse.

Despite the increasing attacks, WeWorld continues to implement programs and implement a tailored emergency response. WeWorld is currently developing a contingency plan to ensure business continuity, and at the same time plans to develop a contingency plan to respond to the newly emerged needs of the groups most affected by the conflict.

Purpose of the role

Under the line management of the National Representative, the Emergency coordinator will provide direct supervision support and technical and strategic leadership for WeWorld’s emergency response in Lebanon. The role includes the design, oversight and management of program activities and contingency funds. In addition, the Emergency Coordinator develops the strategy for WeWorld’s emergency program, ensuring links and coherence with WeWorld’s protocols, standards and procedures. The Emergency Coordinator will also help liaise and coordinate with all relevant stakeholders involved in Lebanon’s humanitarian response, as well as relevant donors and local authorities. Collaboration and coordination with all members of WeWorld’s Lebanon team are integral aspects of the Emergency Coordinator’s responsibilities.

Main functions and tasks

Program implementation

  • Contribute to the development of strategy, technical guidance and procedural standards for emergency response
  • Ensure quality compliance with all donor proposals, budgets and donor reports related to emergency assistance
  • Ensure high technical quality of disaster response program management
  • In close collaboration with the technical emergency specialists, you contribute to the development of strategic response activity plans
  • Co-lead in writing proposals for emergency grants and additional project additions related to emergency programming
  • Support in ensuring compliance and compliance with WeWorld policies, guidelines and procedures
  • Provide supervision, leadership and guidance to the emergency team, including monitoring and evaluating performance and identifying development needs

Representation

  • Ensure WeWorld representation on relevant sector/cluster working groups and humanitarian response platforms
  • Support represents the organization to local authorities
  • Participate in donor and monitoring meetings led by the country representative
  • Ensure visibility according to WeWorld standards and guidelines

Safety and security

  • Adheres to and promotes safety, security and risk policies, standards, plans and procedures and ensures that the emergency and local team follows security rules and procedures
  • Support the Country Representative in developing emergency preparedness and contingency planning

Finance, Administration and logistics

  • Supports the Country Representative in directing and coordinating functional areas, including but not limited to human resources, finance, procurement and logistics, to ensure the successful implementation of the contingency program
  • Assists in the preparation of the budget and oversees the operation and expenditures of the emergency program
  • Performs other routine and emergency duties as necessary

Job specifications

ESSENTIAL REQUIREMENTS

Qualifications and knowledge

  • A university degree or equivalent in the field of humanitarian aid, social or political sciences, development studies, international relations, project management
  • Knowledge of policies and procedures of major donors (ECHO, UN agencies)
  • Good computer skills, in particular MS Office package
  • Fluent in spoken and written English

Professional experience

  • At least 4 years of relevant work experience in humanitarian settings
  • Minimum 3 years of experience with Project Cycle Management for emergency programs and interventions
  • Demonstrable experience in writing and reporting project proposals
  • Good understanding of financial and logistical requirements in humanitarian settings
  • Experience with safety management

DESIRABLE REQUIREMENTS

  • Experience with WASH/Shelter
  • Knowledge of the Arabic language, written and oral
  • Knowledge of the Italian language, written and oral
  • Demonstrable experience in writing project proposals

WHAT WE OFFER

Type of contract: a cooperation contract of 6 (six) months + 6 (six) renewable subject to verification of the achievement of specific objectives (these objectives will be agreed together with the country representative upon arrival at the assignment)

Economic conditions to be defined according to the WeWorld Expatriates Compensation Policy: Base Salary (seniority/position) + Contributions (role complex and hardship depending on workplace)

Annual leave: 2.5 days/month (working days)

Flight ticket: one return flight per 12 months contract
