SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that has been helping populations affected by armed conflict and natural disasters for more than 40 years, meeting their basic needs for food, water and shelter. SI’s interventions are particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, and provide expertise in access to drinking water, sanitation and hygiene promotion, as well as in the vital area of food security and livelihoods. . The SI teams are present in 26 countries – a total of 3,200 people, consisting of expatriates, national staff, permanent headquarters staff and a few volunteers – intervene with professionalism and dedication, while respecting cultural norms.

ABOUT THE MISSION

The conflict in Ukraine has seen a dramatic and rapid escalation since February 24, 2022, with massive multi-dimensional attacks by Russian forces across Ukraine, from its eastern, northern and southern borders affecting much of the country, including the capital Kiev. This attack was immediately followed by mass displacement, and more than 4,500,000 Ukrainians have sought refuge in neighboring countries. About 6,500,000 people are internally displaced, mainly in the western part of the country. In the East, the consequences of the conflict are being felt and humanitarian operations are supporting people who are still on the front lines.

The SI Strategy aims to support populations in transit, displaced persons where they settle and frontline populations directly affected by the ongoing conflict through a multi-sectoral approach, including WaSH, shelter, NFI , food security and multi-sectoral monetary activities.

Mission – size, basis, budget, number of expats and national staff:

The Kiev coordination was the last base to open in the country around September-October 2022. Before that, SI opened and developed activities in Mykholaiv, Dnipro and Kharkiv.

The estimated budget for the period 2022-2023 (from the beginning to mid-2023) was approximately 30 million. SI expects to support the Ukrainian population in both countries for an expected amount of 24 million euros.

The purpose of the mission is as follows:

  • One coordination based in Kiev
  • One operational base in Mykolaiv focused on providing humanitarian aid to populations in need
  • One operating base in Dnipro
  • One operating base in Kharkiv

Major current donors include BHA, ECHO, UNICEF, UHF and CDCS.

The mission is evolving and currently has approximately 40 expats and 130 national employees.

ABOUT THE TRACK

General objective:

  • Coordinating meetings and sharing information between WASH partners in Eastern Ukraine
  • Develop and support the implementation of a subnational WaSH cluster strategy.
  • Coordinate and conduct joint assessments, identifying needs and gaps in the area of ​​focus.
  • Provide regular input on activities and issues for the National Cluster.
  • Mapping actors in the focus area of ​​responsibility.
  • Be a focal point for WaSH response plans and operations within the focus area for OCHA and the ICWG.
  • Develop and facilitate the implementation of contingency and preparedness plans for the subnational cluster.
  • Provide strategic input to the National WaSH Cluster.
  • Conduct regular monitoring visits to all focus area locations.
  • Coordinate and promote the development of WaSH emergency capacity of partners and local authorities.

The main challenges:

Coverage of 3 oblasts directly, and the Kharkivska area through a dedicated Focal Point; coordination with cluster members, local authorities and water department entities (Vodokanal) within the area of ​​responsibility.

Responsibilities and main activities:

  • Develop and support the implementation of a sub-national WASH cluster strategy.
  • Promote gender equality by ensuring that the needs, contributions and capabilities of women and girls as well as men and boys are met.
  • National WASH Cluster Coordinator who ensures that the post holder receives all necessary support and guidance.

YOUR PROFILE

Education/academic background:

University level degree, preferably a Master’s degree in the water sanitation and hygiene related sector, engineering, civil engineering or construction, environment and/or geology.

Specific skills and experience:

EXPERIMENT IN THE HUMANITARIAN SECTOR: 3-4 years

EXPERIMENT ON SIMILAR POSITIONS: minimum 1 to 2 years

TECHNICAL SKILLS:

1.Knowledge/experience with WASH emergency responses
2. Knowledge/experience in the field of water treatment; sewerage; water networks and borehole

TRANSVERSIONAL SKILLS:

1. Coordination skills

2. Liaison and negotiation capacity with local partners and local authorities

3. Communication, both written and oral

TECHNICITY: Capacity to support the preparation and implementation of WASH-related needs assessments or of specific WASH infrastructures.

MANAGEMENT: Two employees under the responsibility of the WASH Cluster Lead

ANALYSIS: Capacity to support the analysis of needs and gaps at regional or local level. Contribution to annual HNO and HRP

SECURITY MANAGEMENT: Experience following security rules, understanding emergency situations, and maintaining situational awareness

Language: English (required), Ukrainian (preferred), Russian (preferred)

SI WILL OFFER YOU

A paid position:
According to experience, from € 3080 gross per month (2800 basic salary + 10% annual holiday allowance paid monthly) and a monthly Per Diem of USD 700.

SI also covers subsistence and travel expenses between the expat’s country of origin and the place of posting.

Breaks: During the assignment, a system of alternation between work and leisure is implemented at the rate of 7 working days every three months (with a break allowance of USD 850, granted by Sl). For these breaks, SI grants one (1) extra day of rest per month worked.

Insurance package: Expats benefit from an insurance package that covers all healthcare costs (including medical and surgical costs, dental and ophthalmological costs, repatriation) and a welfare system including war risks. Costs for necessary vaccinations and antimalarial treatments will be reimbursed.

LIVING CONDITIONS:

  • Guesthouses equipped with all basic amenities (water, heating, heaters, electricity)
  • Internet and telephone network work well in the city of Dnipro, WiFi available at work and in the guest houses
  • Lively social life, both among SI members and the humanitarian community
  • Entertainment well available in Dnipro: restaurants, coffee bars, pubs, gyms, sports centers, spa

In terms of safety, there are protective measures during air raid sirens and explosions; limited circulation area in the city of Dnipro; operational constraints when planning and executing field activities.

However, when venturing into the field bases, living conditions are more basic, with fewer opportunities for socialization and some restrictions on individual movement. Security levels vary depending on different geographic locations and context changes.
