Police arrest, identify woman accused of shooting 7-month-old baby in Philly

PHILADELPHIA, PA — Authorities have arrested the woman accused of shooting a baby and shooting his parents in Philadelphia’s Holmesburg neighborhood on Thursday, according to police reports.

Police have arrested Dominique Billips, 28, in connection with the shooting that happened shortly before 6 p.m. in the 4000 block of Meridian Street, Action News and NBC Philadelphia reported.

Surveillance footage of the shooting released by police shows the gunman approaching a man and a woman with a stroller. She fired multiple shots before fleeing the scene.

Authorities said it appeared the gunman shot the child’s mother and father. Police told Action News the shooting stemmed from an argument over a $100 drug debt.

The baby, who was hit in the leg by a bullet, was taken to the hospital and is currently in stable condition, NBC Philadelphia reported.
