ENV blames the problem on delays in truck production and parts deliveries due to the COVID-19 pandemic. Of the 73 trucks ordered in recent years, only 17 have been delivered. No new trucks have arrived since November 2020.

The city expects to receive eleven new trucks by the end of the year.
