Man charged after shooting at good Samaritans – First state update

Delaware State Police have arrested Dennis Swain, 35, of Dover, Delaware, in connection with a shooting incident that occurred in Dover.

Officials said that on July 27, 2024, at approximately 7:23 a.m., officers responded to North Bay Drive in Dover for a report of a shooting. The preliminary investigation revealed that two construction workers were driving on Kitts Hummock Road when they stopped to assist a man they believed needed help.

As the workers were talking to the man, later identified as Dennis Swain, an argument broke out and Swain threatened to retrieve a gun. The workers left and drove to a construction site on North Bay Drive, where they saw Swain approach them while yelling and waving a gun, then fired shots at them, police said. The victims were not injured.

Swain was arrested and taken to Troop 3, where he was charged with two counts of Reckless Endangerment (Misdemeanor) and Possession of a Firearm During the Commission of a Felony (Misdemeanor). He was arraigned in Justice of the Peace Court 7 and booked into Sussex Correctional Institution on a $25,000 cash bail.
