Phoenix PD retaliates against protesters with unlawful arrests: pages 72, 76-80

“We have reasonable grounds to believe that PhxPD engaged in a pattern or practice that violates the First Amendment by retaliating against people for protected speech and expression,” the Justice Department report said. In this section of the report, federal investigators also wrote that Phoenix targeted protesters using “false statements” and that officers “decided in advance” of protests “which protesters to target.” “Prior to the protests, the lieutenant in charge distributed flyers to officers with the names and photographs of the protesters,” the report said.
