Downtown Partnership seeks bidders for demolition and asbestos removal

DOVER — The Downtown Dover Partnership is seeking bidders for asbestos removal and demolition services for 120 S. Governors Ave., the former location of an Acme store several years ago.

The demolition of the building at 120 S. Governors Ave. will make way for a “five over one” building that will include a 150-unit residential building with ground-floor retail, a grocery store, coffee shop and daycare centers.

Downtown Dover Partnership owns the property and is working with its lead developer, Mosaic Development of Philadelphia, and Colonial Parking and EDIS of Wilmington to revitalize the downtown area.

“This is the beginning of the next phase of the Downtown Dover 2030 master plan, as we are now positioned to focus on our next two priority sites – specifically 120 South Governors Avenue and the infrastructure associated with the proposed mobility center,” said Ken Anderson, director of real estate development for the Downtown Dover Partnership.

“Of course, we now have permission to address the structures at 148 and 150 South Bradford Streets, one of which will complete a Phase II environmental impact assessment this week, and the other in the coming weeks.”

The demolition of the buildings on South Bradford Street has caused controversy, as the historic buildings are being demolished to make way for a parking garage.

In support of the master plan, the Downtown Dover Partnership has now completed the demolition of two buildings at 680-684 Forest Street, the former site of the Dover Interfaith complex.

The Downtown Dover 2030 plan calls for the Forest Street site to become part of the new “Western Gateway” at the western entrance to the city center, where the plan includes two mixed-use residential/commercial buildings.

Prior to demolition of 120 South Governors, asbestos removal work will take place due to a limited amount of asbestos-containing materials discovered during a Phase I assessment by Environmental Alliance.

The recently published tender provides for certified asbestos removal contractors to bid for asbestos removal services and/or for other qualified contractors to respond to the requested demolition services.
All bids for the asbestos removal and demolition work at 120 South Governors Avenue must be received by August 2. Bidders may bid on all or part of the requested services.

Tenders for the asbestos removal and demolition work at 120 South Governors Avenue must be received no later than August 2, 2024.

Mr Anderson, who was appointed director of property development at Downtown Dover Partnership late last summer, remains enthusiastic about the transformation of the city centre.

He said that was the reason he applied for the job.

“I am excited to help execute the Capital City 2030 Master Plan and to once again collaborate with familiar faces at the DDP and the City of Dover and their state, county and community stakeholders,” said Mr. Anderson, a graduate of the U.S. Naval Academy in Annapolis, Maryland. “They are professionals and experts in their fields who have developed an enchanting master plan for downtown Dover.

“It was impossible not to get involved. The plan will transform downtown Dover and be a model for the state and surrounding communities throughout Delmarva.”
