Elm Spring Solar Coming to Augusta Zoning Board: THE AGENDA

VERONA – As is typical in weeks split between the beginning and end of the month, there are few of the typical government and organizational meetings in Staunton, Augusta County and Waynesboro this week.

The Augusta County Planning Appeals Board will consider Elm Spring’s small-scale solar energy system on Thursday.

According to the presentation, RWE Clean Energy, LLC is the second-largest owner and operator of solar energy in the United States, with approximately 2,000 employees. According to the project summary, the solar energy system would be 23 acres of panels in the fenced-in portion of the land. With the visual buffer areas, the project is just over 81 acres in size.

Elm Spring is in the urban service area of ​​the comprehensive plan. In December, the supervisors banned solar projects in urban service areas. However, Elm Spring’s application was already with the county, so the project will be considered under the pre-December rules.

The Augusta County Planning Commission voted four to three on June 11 not to recommend the project.

Last week, the Augusta County Board of Supervisors rejected Augusta Solar, a large-scale solar energy system in the city’s service area, by a vote of 5 to 1.

The Board will hold public hearings on the following requests:

  • A request from Daniel J. and Diana M. Shell to open a welding/machine shop and farm vehicle and equipment repair business on property they own located at 1826 Ridge Road, Bridgewater in the North River District.
  • A request by Joshua E. Grove to construct an accessory building that exceeds the total allowable area of ​​900 square feet on the lot he owns located at 2996 Lyndhurst Road, Stuarts Draft in the South River District.
  • A request from Perry Mace and John Sites to build an office for a garden supply company, with outdoor storage of equipment and outdoor display of stones, rocks, mulch and plants for sale on a parcel owned by Wilson Investments, LLC, located between Tinkling Spring Road and Midway Lane in the Beverley Manor District.
  • A request by Abner N. Johnston, IV, for a special use permit to continue existing quarry operations on property he owns located on the west side of Cold Springs Road (Route 608), approximately 0.5 mile west of the intersection of Cold Springs Road and Dabneys Road, adjacent to the existing quarry in the Riverheads District.
  • A request from Benjamin S. Ramsey, agent for BCSA Properties, LLC, to build a mini-warehouse on a piece of land they own, located on the south side of Stuarts Draft Highway (Route 340), east of the intersection of Lee Jackson Highway (Route 11) and Route 340 in the Riverheads District.
  • A request by Sam Averna, agent for Network Towers II, LLC, to construct a 190-foot monopole tower with a 4-foot lightning rod (190 feet total) and associated equipment within the 50-foot x 50-foot fenced area of ​​a property owned by Shomo Rollinghills Farm, LLC, located in the northeast quadrant along Middlebrook Road and between Cedar Green Road and Apple Jack Lane in the Pastures District.
  • A request by Jeffrey Lord, agent for Elm Spring VAB, LLC, for a 3 MW (alternating current) small scale solar thermal energy facility on approximately 23 acres, enclosed by a fence, on Parcel Tax Map Nos. 67-78J and 67-78L with a gravel road passing through adjoining Tax Map No. 67-78 to Jefferson Highway on a parcel owned by Elm Spring, LLC, located at 2129 Jefferson Highway, Fishersville in the Wayne District.
