ORGANIZATIONAL CONTEXT:

The current hurricane season is expected to be above normal, with an expected range of 17 to 25 named storms (winds of 39 mph or greater). Of these storms, 8 to 13 are expected to intensify into hurricanes (winds of 74 mph or greater), including 4 to 7 major hurricanes (Category 3, 4, or 5, with winds of 111 mph or greater).

Hurricane Beryl made landfall in the southern Caribbean on Monday, July 1, as a Category 4 hurricane, battering Barbados, Grenada, St. Vincent and the Grenadines, and Tobago. Beryl continued up the Caribbean, making landfall in Jamaica on July 3 as a strong Category 4 hurricane and in the Cayman Islands on July 4 as a Category 3 hurricane.

Beryl has left a trail of destruction across the affected islands. Life-threatening winds, heavy rains and strong storm surges have damaged infrastructure and disrupted transport, agriculture, tourism, health and telecommunications sectors in the affected countries.

PURPOSE OF THE JOB:

Contribute to the day-to-day planning and coordination of WFP logistical activities, including monitoring services provided by external contracted organizations, to ensure cost-effective operations and full achievement of set objectives.

KEY RESPONSIBILITIES (not all-inclusive, within delegated authority):

  • Contribute to the development of logistics plans and processes to ensure compliance with broader logistics policies and WFP standards.
  • Support or manage logistical projects or operational activities according to standard processes and contribute directly or indirectly to the effective delivery of food aid to beneficiaries.
  • Collect and analyze data through research and networking with colleagues to recommend actions to senior staff to improve the performance of local logistics operations.
  • Perform regular financial analyses and budget reviews to gain insights and recommend actions to senior employees to optimize the use of available resources.
  • Contribute to the consolidation and preparation of the operational pipeline planning and to the management of operational aspects of the supply chain (procurement, shipping, port operation), including checking the readiness of documents and customs formalities, loading and unloading operations and contracting applicable transportation, storage and all relevant logistics services.
  • Contribute to the supply chain by providing technical support and guidance to other CO units/services and divisions, particularly for emergency response.
  • Guide and supervise junior employees, act as a referral point and support them with more complex analyses and questions.
  • Collect data and contribute to the preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), to support a WFP-wide overview of logistics activities. This enables informed decision-making and ensures consistent information is presented to stakeholders.
  • Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g. by designing and assessing training materials).
  • Identify and build productive relationships with logistics colleagues and staff within assigned area to support an integrated approach to food assistance.
  • Follow emergency logistics procedures and participate in the preparation of the CO Logistics Capacity Assessment (LCA), to ensure that WFP can respond quickly and deploy food and necessary supplies to affected areas at the onset of the crisis.
  • Participate in the ongoing evaluation of internal processes and procedures and identify ways to improve day-to-day efficiency.
  • Operate in a designated emergency response capacity to meet emergency food assistance needs.
  • Otherwise if necessary.

DESIRED EXPERIENCES FOR ENTERING THE ROLE:

  • Experience in the commercial or humanitarian transport sector.
  • Experience in monitoring and reporting on conditions and trends in the transportation and freight market.
  • Experience in handling shipments and clearing import/export with customs officials.
  • Experience in coordinating purchasing and transportation processes with other units/teams.
  • Experience in warehouse and goods management.
  • Experience working with business systems (databases, software).

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: A completed university degree in transportation economics, supply chain, logistics, engineering, business management, or another related field, or a university degree with additional years of relevant work experience and/or training/coursework.

Experience: 3-5 years of relevant experience.

**Language:**Fluent (level C) in English.
