Haitian gangs maintain their rule

Since February 26 of this year, the population of Carrefour has been at the mercy of the criminal gangs that control the municipality and have even forced police officers to leave their stations.

Nowadays it is normal to see armed bandits everywhere. They control everything, as the state structures are almost non-existent.

They have their dynamics well thought out, they keep watch every day, they know who is home and who is away, and what time the residents come back. The gang members have set up their own tax system, so the entrepreneurs pay their contribution on the weekend according to the size of their business.

It is highly advisable to pay, otherwise they will loot and burn property and their physical integrity will be at risk.

The newspaper Le Nouvelliste has so far been unable to verify whether the more formal businesses, such as petrol stations, commercial banks and money transfer offices, operate according to the mood of the criminal gangs that have set up shop in Carrefour.
