WASH Civil Engineer (Site and Implementation) – Azaz – Syrian Arab Republic

General description of the program:

GOAL has been active in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL works in Idleb Governorate, both through direct implementation and through partners, delivering food, non-food programmes to highly vulnerable populations and providing water, sanitation and hygiene (WASH) through support to water units, as well as emergency assistance to recently displaced households.

GOAL has been active in the North Aleppo Governorate since 2019, both through direct implementation and through partners. We provide food and other programs to highly vulnerable populations, and emergency assistance to recently displaced households.

Purpose of the job:

The WASH Civil Engineer will be based at the WASH Programme Office in Azaz, Syria. He will report to the WASH PM and work closely with the Water Units in Jandairis, Mare and Soran. He will be part of the technical team responsible for developing technical studies and conducting WASH needs assessments within the operational areas of the WASH programme.

The WASH Civil Engineer is responsible for developing technical studies, schemes, BoQs and all technical documents of WASH projects under the supervision of the WASH PM. This includes assessing all requirements for the rehabilitation of sewerage systems, rehabilitation and maintenance of water station buildings, water reservoirs, water networks (designing water networks, balancing water network pressure, …etc.).

The WASH Civil Engineer will play the key role in establishing technical specifications for all civil engineering activities related to the rehabilitation of sewerage systems, water stations and reservoirs, rehabilitation of water networks and expansion projects. He/she will also be responsible for developing contract conditions to ensure that the best quality services and materials are delivered. The WASH Civil Engineer will support the WASH site engineers in developing the most effective water supply schemes for the supported communities.

Tasks, objectives and powers

  • Provide technical support to the WASH Programme Manager in collecting information and assessing needs for water networks, sewerage systems and water stations (civil works).
  • Support the WASH PM in prioritizing the necessary water network renovation and expansion projects to be implemented.
  • Develop technical studies, diagrams and specifications for the renovation of sewerage systems, the renovation of water networks and water stations (civil works).
  • Develop the technical conditions of all contracts, documents and all framework agreements of civil and construction activities.
  • Assist the WASH PM in preparing WASH procurement requests;
  • Assist the WASH PM in developing water network maps and designs for all WASH programme areas. Estimate all required spare parts and materials for network maintenance;
  • In collaboration with WASH site engineers, support the water units in developing the most effective water supply schemes for the supported communities;
  • Support the WASH field engineers in supervising the execution of civil works (rehabilitation of water networks, water stations, water reservoirs and any construction works).
  • Ensure that the policies and guidelines as set out in the GOAL manuals and policies are always followed.
  • Ensure that GOAL’s Code of Conduct, Child Protection Policy and Integrity Standards are adhered to and that GOAL’s whistleblowing mechanisms are enforced.
  • Ensure that the financial guidelines in accordance with the GOAL Financial Manual are followed.
  • Ensure that all donor requirements are met, including timely quality reporting, as applicable to the project;
  • Any other tasks related to WASH activities as requested by the WASH programme management.

Requirements (essential)

  • Bachelor’s degree in Civil Engineering.
  • Minimum 2 years of experience with NGOs.
  • Minimum 1 year of experience in designing and renovating water networks, water pumping systems, construction and renovation of water reservoirs, etc.
  • Commitment to beneficiary accountability and humanitarian principles.
  • Excellent skills in working with office packages (especially Excel).
  • High level of technical design programs (AutoCAD, SAP, Revit).

Requirements (desired)

  • Knowledge of the English language (spoken and written).
  • Good knowledge of GOAL’s field of work.
  • Demonstrable ability to build the capacity of partner/local organisations is an asset.
  • Previous experience in project implementation (infrastructure projects) WASH desirable.
  • High level of technical design programs (ETABS, SAFE, Primavera, JWD, CIVIL 3D, Water CAD, SketchUp, GIS… etc.).
