WASH Operation Assistant – Azaz – Syrian Arab Republic

General description of the program:

GOAL has been active in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL works in Idleb Governorate, both through direct implementation and through partners, delivering food, non-food programmes to highly vulnerable populations and providing water, sanitation and hygiene (WASH) through support to water units, as well as emergency assistance to recently displaced households.

GOAL has been active in the North Aleppo Governorate since 2019, both through direct implementation and through partners. We provide food and other programs to highly vulnerable populations, and emergency assistance to recently displaced households.

Purpose of the job:

The WASH Operation Assistant will be based in GOAL office in Azaz and will support WASH PM, WASH engineers and Wash data Officer with Data collection, conducting field inspections, Documentation and reporting. He/she will work closely with the Syria based GOAL engineers and the Water Units.

The main responsibility of the WASH Operation Assistant is to carry out regular fuel and electricity reconciliation and to support the WASH site engineers in supervising the execution of the electrical works (renovation and maintenance of electrical equipment of water stations, installation of solar energy systems for water stations, connection of water stations to the electricity grid, etc.).

Tasks, objectives and powers:

  • Regular trips to all water pumping stations in the WASH program area to monitor fuel and electricity consumption.
  • Regularly perform fuel calibrations for generators and water station electrical installations.
  • Carrying out periodic fuel inventories in water pumping stations.
  • Carrying out periodic inventories of the oil in water units of generator engines.
  • Preparing and sorting WASH activities and project documents.
  • Collecting operational data from water stations.
  • Provide assistance to Wash engineers in archiving and entering technical data.
  • Provide technical support to the WASH PM in collecting information and assessing needs for water stations (electrical works) and all necessary information to connect water stations to the electricity grid.
  • Observing installed electricity meters in all water stations and developing necessary plans/trackers to monitor electricity consumption in water stations.
  • Support water departments in developing appropriate tools to observe electricity consumption at water stations and ensure that electricity meters record actual electricity consumption within acceptable margins of error.
  • Supporting the WASH site engineers in supervising the execution of the electrical works (renovation and maintenance of electrical equipment of water stations, installation of solar energy systems for water stations, connection of water stations to the electricity grid, etc.).

Any other tasks that the Wash project manager needs to perform.

Requirements (essential)

  • Bachelor’s or university degree in electrical engineering, mechanical engineering or a relevant field.
  • 1 year experience in water stations (fuel and electricity operation and calibration.)
  • 2 years of experience in stations in the WASH program.
  • Minimum 6 months relevant knowledge of water networks (design, implementation, water distribution, etc.).
  • Great attention to detail.
  • Computer skills are required, with proficiency in Microsoft Excel and Word.
  • Willingness to work long hours under great pressure.
  • Good level of English.
  • Ability to coordinate multiple tasks and handle multiple demands efficiently
  • Strong documentation skills.

Requirements (desired)

  • Effective communication skills.
  • Previous work experience in handling generators and calculating fuel tank capacity and electricity consumption.
  • In-depth knowledge of Engineering Design software such as AutoCAD, SolidWorks or similar systems
  • Good knowledge of Goal’s field of work.
  • Great attention to detail.
