SOLIDARITY INTERNATIONAL (SI) is an international humanitarian aid organization that has been helping populations affected by armed conflict and natural disasters for over 40 years by meeting their basic needs for food, water and shelter. SI is particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide. SI’s interventions provide expertise in the areas of access to drinking water, sanitation and hygiene promotion, as well as in the essential areas of food security and livelihoods. SI teams are present in 26 countries and consist of a total of 3,200 people, made up of expatriates, national staff, permanent staff at headquarters and a few volunteers. They intervene with professionalism and dedication, respecting cultural norms.

About the mission

Solidarités International operates through a single mission in three countries, Syria, Turkey and Iraq, with very diverse programmes. Since 2024, the mission has been managed by hub, with the Western Hub covering North-West Syria (NWS) and Turkey from Amman and the Eastern Hub covering North-East Syria (NES) and Iraq. In total, the mission employs 350 staff, who implement a wide range of programmes adapted to each context.

In NES, SI is one of the lead agencies in the WASH sector, responding to emergencies, protracted situations and recovery needs. The strategy is complemented by a significant FSL component, focusing on market recovery, business development and agriculture. SI is operational in Raqqa and Hasskeh governorates.

In NWS, SI is active in Idleb and Northern Aleppo with large WASH programs, with a focus on camps for displaced populations and rehabilitation programs, especially after the earthquake. SI also responds to emerging emergencies, including regular displacements, natural disasters and epidemics.

In Iraq, SI works in Nineveh and the Kurdish Republic of Iraq with recovery programs, restoring the living conditions of displaced populations through business development and mitigating the impacts of climate change and water scarcity.

In Turkey, SI has started with a Turkish partner. Together we work with civil society organizations in the earthquake-affected areas to restore their capacity after the natural disaster. The focus is mainly on the province of Hatay.

About the track

General purpose:

  • The WNES (West or North East Syria) Field Coordinator serves as the Delegated Hub Director (CD) for the governorates of Raqqa, West Deir-Ez-Zor and East Aleppo.
  • He/she proposes a regional strategy appropriate to the geopolitical and humanitarian context and ensures its implementation once validated.
  • He/she monitors and ensures that projects are implemented in accordance with the Solidarités International Charter, respecting all internal and contractual procedures.
  • He/she mobilizes the material and financial resources necessary to ensure the smooth running of programmes and oversees the management of the resources.
  • He/she coordinates the teams on site and is responsible for their safety in the zone assigned to him/her.
  • He/she is the direct point of contact and representative of the Hub Director.

Issues and specific challenges:

  • Management of unpredictable funding flows (one-year grants only)
  • The process of shifting from expat to national managers, requiring changes in the way of working
  • The environment is relatively safe at the moment, but the geopolitical context is unpredictable. Very strong contingency planning must be maintained.

Priorities for the first 2/3 months:

  • Monitor the closure of ongoing ECHO, GIZ and CDCS programs.
  • Contribute to the development of the following project proposals, paying particular attention to the size of the team required for implementation.
  • Guide Syrian managers in embracing their new role and responsibilities

Safety Restrictions:

  • Security in NES can be unpredictable and warrants specific arrangements for accommodation and movement in the intervention areas.
  • It is necessary to follow strict security procedures, while security levels may vary depending on different geographical locations and changing contexts.
  • Access to the field is usually possible (except in the case of a specific event) and is encouraged. The likelihood of emergency evacuation remains likely in the event of geopolitical change or Turkish military operation).

  • Experience in managing multi-departmental teams
  • Experience in security management in unstable contexts
  • Excellent knowledge of sub-office management including financial, HR, logging and project cycle management

TRANSVERSAL SKILLS

  • Excellent communication and interpersonal skills, together with the ability to remain calm under pressure and maintain strategic priorities. Must be organised and efficient.
  • A good understanding of the importance of gender.
  • Sensitivity to cultural differences and the ability to work in diverse cultural contexts.

LANGUAGES

  • English required
  • Arabic would be an advantage

SI will offer you

A paid position:
According to experience, from EUR 3080 gross per month (2800 basic salary + 10% annual holiday allowance paid monthly) and a monthly Per Diem of USD 700.

SI also covers accommodation costs and travel expenses between the expat’s country of origin and the place of employment.

Breaks: During the assignment, a system of work-leisure rotation will be applied at a rate of 7 working days every three months (with a break allowance of USD 850, granted by SI). To these break periods, SI will grant one (1) additional rest day per month worked.

Insurance package: Expats benefit from an insurance package that covers all healthcare costs (including medical and surgical costs, dental and ophthalmological costs, repatriation) and a welfare system including war risks. Essential vaccination and anti-malaria treatment costs are covered.

LIVING CONDITIONS:

The complex in Raqqa consists of 1 complex with 3 buildings next to each other, enough interior space to organize events with staff. Although the curfew in the late evening and the impossibility to walk in some parts of the city impose restrictions, the increasing restaurants and services in Raqqa offer enough solutions to go out and meet other NGOs in green environments. In addition, the area guarantees a good variety of local and imported products, and what is missing can be easily bought in Erbil during regular car movements.
