DanChurchAid (DCA) is looking for a Field Technical Lead (Mine Action) – Ukraine

DanChurchAid (DCA) is currently seeking an experienced Humanitarian Technical Field Lead for our Mine Action Programme in Ukraine.

DCA Ukraine aims to support community-based and integrated outcomes through a combination of activities including research and clean-up, risk education, livelihoods, protection, WASH and shelter.

As Technical Field Lead you will be part of the development, planning, management, quality assurance and reporting of DCA mine action activities, and maintain, build and strengthen close coordination with other humanitarian programme activities and colleagues. Ensuring efficiency and effectiveness in operations and ensuring good communication with relevant authorities and partners are key elements of the role.

The Technical Field Lead supports the activities of an innovative and diverse programme that works closely with national mine action authorities, local authorities and communities, as well as with UNDP and other mine action actors. The HMA programme is supported by international donors with national and international staff.

You are interested in working with relevant staff to ensure that DCA’s MA program is integrated into a larger humanitarian response. The Technical Field Lead reports daily to the DCA Ukraine Operations Manager, who has overall oversight of the Humanitarian Mine Action program in Ukraine.

Main Responsibilities

• Ensure that all mine countermeasures operations are conducted in accordance with the National Mine Countermeasures Strategy and the DCA Standard Operating Procedures in the country.
• Provide technical support and guidance for field operations, including training, internal quality assurance, safety and security, as well as day-to-day operational planning and implementation.
• Ensure all mine actions comply with regulations and report to the line manager.
• Cooperate with national authorities, including, where appropriate, senior civil protection officials.
• Supervise and direct operational personnel.
• Ensure timely, efficient and effective implementation of high quality work.
• Support in developing operational plans for ongoing activities.
• Coordinate with other parts of the country program, together with the purchasing, finance, HR and administrative departments as part of the country office structure.
• Stay up to date with new techniques, manuals and equipment related to humanitarian mine action.

Your profile

• Explosive Ordnance Disposal (EOD) qualification or equivalent to the International Mine Action Standard (IMAS) (EOD Lv3), with certificates.
• Knowledge of and experience with EOD and ERW cleanup methodologies (IMAS).
• Knowledge and experience in conducting technical surveys, manual mine clearance and hazardous area clearance with both anti-personnel/anti-vehicle mines and other conventional munitions.
• Knowledge of and experience with search methodologies and awareness of ground signals in polluted urban and rural areas.
• Qualifications as an instructor or mentor are an advantage; experience in training and mentoring national personnel in surveying, EOD and search techniques, including preparing and conducting structured training courses to IMAS standards.
• Previous experience with humanitarian mine action organisations is desirable, including knowledge of IMSMA forms.
• Strong leadership, team building and communication skills.
• A calm and sensitive disposition, as well as well-developed diplomatic, liaison and public relations skills are a must.
• Understanding of humanitarian principles as they relate to the context of NGOs in the field and in their operations.
• Experience working in remote and unsafe locations.
• Flexibility, cultural awareness and sensitivity.
• Regional experience is desirable.
• Computer skills are essential, including skills in Word, Power Point and Excel.
• Fluent English speaking and writing is a requirement, Ukrainian is a plus.
