White Plains, NY man gets 35 years in prison for sexual exploitation of child

A White Plains businessman who forced a boy to perform sex acts for years and kept and shared a “vast” collection of child pornography videos was sentenced Thursday to 35 years in federal prison, the U.S. Attorney’s Office said.

Fred Mastroianni, 53, who ran multiple businesses and dry cleaners in the area, was arrested in 2020 after two undercover FBI agents, who were independently investigating the exchange of child pornography on a peer-to-peer website, contacted Mastroianni’s username on the site and he shared videos he had.

A second criminal complaint detailed how Mastroianni abused a boy from age 10 until he was an adult.

According to U.S. Attorney’s Office and court documents, Mastroianni began abusing the boy nearly two decades ago by repeatedly forcing another White Plains man, Ismet Korac, to perform sexual acts on the boy, identified as Victim 1, that Mastroianni watched and recorded over Skype. This continued for four years.

“Mastroianni broke Victim-1’s will and spirit to resist the abuse through a combination of threats and promises of gifts,” the U.S. Attorney’s Office said in a news release.

When the boy was 17, Mastroianni again began offering him money and clothing in exchange for more photos and videos of him engaging in sexual activity, according to U.S. Attorney’s Office. When the boy turned 18, Mastroianni began paying him to have sex with Mastroianni and other men.

Mastroianni pleaded guilty in March 2023 to sexual exploitation of a child and receiving and distributing child abuse material.

In a statement announcing the sentencing, U.S. Attorney Damian Williams called Mastroianni’s child sexual abuse “appalling.”

Korac, 49, was also arrested in 2020. In April, he was sentenced to 25 years in prison after confessing to enticing a minor into sexual acts.
