21-year-old Louisville man arrested on suspicion of possession of child sexually abusive material

A 21-year-old Louisville man has been arrested on suspicion of possessing and distributing child sexually exploitative material.

Louis Felipe Cuellar, 21, is charged with sexual exploitation of a child (distribution) and two counts of sexual exploitation of a child (possession).

Cuellar is being held in the Boulder County Jail on $30,000 bond, according to court records. He is scheduled to appear in court today for his counseling hearing.

According to court records, Cuellar is currently on probation for 2022 DUI, harassment, second-degree assault on a police officer and third-degree assault on an emergency responder.

According to a sworn statement, Dropbox Inc. filed a report with the National Center for Missing and Exploited Children on Feb. 29 about an incident in which child abuse material was possessed or transmitted via Dropbox that day. The report was then assigned to the Colorado Internet Crimes Against Children Task Force in Colorado Springs on March 7.

The cybertip included Cuellar’s name and an IP address in user information provided by Dropbox. On March 26, police served a subpoena on Comcast Communications seeking to identify the subscriber of the IP address, which was tied to a relative of Cuellar.

According to the affidavit, Cuellar was living with his parents at the time of his arrest.

The Boulder County Digital Forensics Lab subsequently reviewed the contents and confirmed that there were two CSAM files. A search warrant on Cuellar’s Dropbox account led to the discovery of three additional CSAM videos and one image. On July 17, Cuellar was contacted as he was leaving his Louisville home.

According to the affidavit, when police told him the investigation involved child pornography, he replied, “I got the information and that’s it,” before refusing to talk further.

Cuellar’s iPhone and other electronic devices were seized as part of a search warrant. Police subsequently discovered approximately 800 files containing CSAM on Cuellar’s phone, 327 of which were videos. The content featured children under the age of 12, some as young as infants.

According to a press release from the Boulder County Sheriff’s Office, assisting agencies included the Boulder County Sheriff’s Office, Boulder County Digital Forensics Lab, Boulder County SWAT, Boulder County District Attorney’s Office, Boulder Police Department and the Louisville Police Department.
