SOLIDARITY INTERNATIONAL (SI) is an international humanitarian aid organization that has been helping populations affected by armed conflict and natural disasters for over 40 years by meeting their basic needs for food, water and shelter. SI is particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide. SI’s interventions provide expertise in the areas of access to drinking water, sanitation and hygiene promotion, as well as in the essential areas of food security and livelihoods. SI teams are present in 26 countries and consist of a total of 3,200 people, made up of expatriates, national staff, permanent staff at headquarters and a few volunteers. They intervene with professionalism and dedication, respecting cultural norms.

About the mission

The conflict in Ukraine has dramatically and rapidly escalated since February 24, 2022, with massive multidimensional attacks by Russian forces across Ukraine, from the eastern, northern and southern borders, affecting a large part of the country, including the capital Kyiv. This attack was immediately followed by massive displacements, with more than 4,500,000 Ukrainians seeking refuge in neighboring countries. About 6,500,000 are internally displaced, mainly in the western part of the country. In the east, the consequences of the conflict are being felt and humanitarian operations are supporting people who remain on the frontlines.

The SI strategy aims to support populations on the move, those displaced where they settle and populations on the frontlines directly affected by the ongoing conflict through a multi-sectoral approach, including WaSH, shelter, NFI, food security and multi-sectoral cash activities.

Mission: size, bases, budget, number of expats and national staff:

The Kiev Coordination was the last base opened in the country around September-October 2022. Before that, SI opened and developed activities in Mykholaiv, Dnipro and Kharkiv.

The projected budget was around 30 million for 2022-2023 (early to mid-2023). SI expects to support the Ukrainian population in both countries for an expected amount of 24 million euros.

The mission is set up as follows:

  • One coordination based in Kiev
  • One operational base in Mykolaiv, focused on delivering humanitarian aid to the population in need
  • One operational base in Dnipro
  • One operational base in Kharkov

Major current donors include BHA, ECHO, UNICEF, UHF and CDCS.

The mission is under development and currently has approximately 40 expats and 130 national employees.

About the track

General purpose:

• Leads the department team.

• Implements and pursues the department’s objectives.

• Provides methodological support to all programme teams on technical questions related to MEAL and overarching issues such as: M&E plan design, quantitative and qualitative data collection and analysis, indicator measurement, complaint response mechanism, ‘do no harm’ analysis, etc.

• In collaboration with the MEAL coordinator, monitor the quality and relevance of his/her department’s internal monitoring and evaluation activities, recommendations and analyses (studies, maps, etc.).

• Ensures that his/her department is cross-cutting and well integrated with all departments (functional links) and coherent with all coordinators and managers;

• Contributes to institutional knowledge building and improvement of MEAL methods and techniques

The main challenges:

  • Recently several staff members were laid off; no MEAL manager for six months.

Priorities for the first 2/3 months:

  • Establishment and strengthening of a new MEAL team; capacity building of the MEAL manager; diagnosis of MEAL processes and work plan to improve them.

Security Restrictions:

  • Protective measures in case of air raid sirens and explosions; restricted traffic area in the city of Dnipro; operational restrictions in planning and carrying out field activities; possible stress from grenade noise in frontline areas.

Technical skills

  • Minimum 2 years of experience in monitoring, evaluation and accountability and in the humanitarian field in general
  • Minimum 1 year of experience in leading the planning, implementation and follow-up of MEAL activities
  • Information management skills, in particular mandatory use of Excel and Kobo (average), optional use of PowerBI and PowerQuery

Transversal skills

  • Leadership and team building
  • Capacity building in MEAL processes, reporting and other soft skills
  • Communication, both written and oral

Language:

  • English (required)
  • Ukrainian (preferred)
  • Russian (preferred)

SI will offer you

A paid position:
According to experience, from EUR 2310 gross per month (2100 basic salary + 10% annual holiday allowance per month) and a monthly daily allowance of EUR 700.

SI also covers accommodation costs and travel expenses between the expat’s country of origin and the place of employment.

Breaks: During the assignment, a system of work-leisure rotation will be applied at a rate of 7 working days every three months (with a break allowance of USD 850, granted by SI). To these break periods, SI will grant one (1) additional rest day per month worked.

Insurance package: Expats benefit from an insurance package that covers all healthcare costs (including medical and surgical costs, dental and ophthalmological costs, repatriation) and a welfare system including war risks. Essential vaccination and anti-malaria treatment costs are covered.

LIVING CONDITIONS:

  • Guesthouses are not crowded and have all basic facilities (water, heating, stoves, electricity).
  • The internet and telephone network in the city of Dnipro works well. At work and in the guesthouses there is wifi.
  • Vibrant social life, both among SI members and the humanitarian community
    There is plenty of entertainment in Dnipro: restaurants, coffee bars, pubs, gyms, sports centres and spas.
