Louisville man charged with multiple crimes in child abuse case

A 21-year-old Louisville man is facing multiple felony charges related to the sexual exploitation of a child following a coordinated law enforcement effort. The suspect, Louis Felipe CUELLAR, was arrested Tuesday on nine charges, including both possession and distribution of child sexual abuse material (CSAM), the Boulder County Sheriff’s Office said.

The investigation was initiated by the Colorado Internet Crimes Against Children (ICAC) Task Force after the National Center for Missing and Exploited Children (NCMEC) reported the distribution of CSAM. Further investigation revealed CUELLAR was located in the Boulder County area, resulting in a search of his residence in the 300 block of Matchless Street. This operation involved a specialized team, with Boulder County SWAT assisting investigators.

As detailed in the official report, police executed a search warrant on July 17. The effort resulted in the seizure of electronic devices containing evidence supporting the charges against CUELLAR, a discovery that laid the groundwork for his eventual arrest.

The collaboration between local agencies was instrumental in the effort to apprehend and charge the suspect. Entities such as the Boulder County Sheriff’s Office, Boulder County Digital Forensics Lab, Boulder County District Attorney’s Office, Boulder Police Department, and the Louisville Police Department were all part of this collaborative effort. CUELLAR has since turned himself in to authorities and has been booked into the Boulder County Jail on $30,000 bail. His charges include four counts of violating CRS §18-6-403(3)(b) and four counts of violating CRS §18-6-403(3)(b.5), both considered Extraordinary Risk Felonies, in addition to one count of violating CRS §18-6-403(3)(b.5), an Extraordinary Risk Felony.
