Terre des Hommes Italia (TDH IT), a member of the Terre des Hommes International Federation, is active in 21 developing countries and carries out projects and activities for the benefit of more than 3 million people.

TDH IT implements emergency and mid-term programs and projects in the areas of education, primary health care, protection, PSS and children’s rights. Terre des Hommes Italia has been working in Palestine since 2000 with education, protection and health interventions focused on children. Since October 2023, TDH IT has been supporting emergency aid in Gaza in partnership with the Palestinian Medical Relief Society (PMRS) and we are working to expand our emergency response in the coming months.

TDH IT is looking for a Program Manager who will be responsible for the planning, coordination and management of the emergency response in Gaza, in close collaboration with the TDH Italy office in East Jerusalem and the West Bank and with the local partner(s) in Gaza.

Main Responsibilities:

The program manager is responsible for:

  • Monitor and manage ongoing emergency interventions, including coordination with implementing partners and donor reporting;
  • Organizing and following up the procurement of goods in Jordan and the transportation of goods from Jordan to Gaza. This includes regular updates on the applicable regulations, coordination with the Logistics Cluster and relevant authorities, contacts with other NGOs, etc.
  • Supervise and manage staff assigned to the programs, including remote management of local staff in Palestine and line management of staff who may be recruited to the Amman and Gaza offices;
  • Explore new financing and partnership opportunities together with the country delegate;
  • The design of the TDH Italy emergency response in Gaza, together with the country delegate and the support of the headquarters;
  • Maintain regular contact with partners, donors and other stakeholders;
  • Participate in relevant coordination meetings;
  • Support the development of new project proposals, including assessments and other necessary resources;
  • Support the TDH Italy Communications Department by providing the necessary information for fundraising activities;
  • Ensure that the Country Delegate and the Program Desk are regularly updated on humanitarian needs, access/intervention opportunities, updates on ongoing programs and possible future programs, etc.
  • Support the Country Delegate and the Program Desk in planning the resources needed to expand the emergency team;
  • Support the TDH Italy Delegation in Palestine in all other needs related to the ongoing programmes in the West Bank and East Jerusalem.

Required profile

  • University degree in international development, statistics, social sciences or a similar relevant degree;
  • At least 8 years of professional experience in humanitarian organizations in project or program management, preferably in emergency and protection situations;
  • Good knowledge of key proposal development, administrative and reporting requirements of donors such as AICS, ECHO and UN agencies.
  • Fluent English in writing and speaking is essential. Arabic and Italian are a plus;
  • Good experience and knowledge of logistics and purchasing processes, especially in emergency situations, is a major advantage;
  • Strongly developed analytical and reporting skills;
  • Previous work experience in the Middle East, preferably Palestine, is a strong asset

Salary depending on experience and TDH IT salary scale.
