‘Ndrangheta, the TAR confirms the dissolution of the municipality of Capistrano

“Concrete, unambiguous and relevant” elements have led to mafia infiltration in the administration of the municipality of Capistrano, in the province of Vibo Valentia. “Little respect for the law and the influence of organised crime on the municipal administration”. For these reasons, the TAR of Lazio rejected the appeal of the former mayor of Capistrano, as manifestly unfounded. Mark Martinof the former deputy mayor Vito Pirruccio and by 5 former municipal councilors, confirming the dissolution of the Mafia Infiltration Agency, decided in September 2023 by the Council of Ministers on a proposal from the Minister of the Interior, Matthew Piantedosi.
In the sentence, the TAR emphasizes that “the messages that are sent between Nensy Chimirri, companion of Emanuel Mancusoa prominent member of the gang who later distanced himself, and the mayor Marco Martino (Forza Italia) are “clear evidence of the respect and attention of the administrator for this particular city”.
According to the TAR, “the relationship between members of the underworld and local administrators is also fully proven”, with the dissolved majority having drawn up a “dummy” list so as not to invalidate the election round in the event of a quorum not being reached, with “the absence of a real electoral debate”, “very close family ties between the signatories and the candidates of the two lists”.
The defeated mayoral candidate, Rocco Tinothen declared «to the Access Commission that he had only taken part in the competition at the request of the former Deputy Mayor Pirruccio». The public tenders were also «managed in such a way as to guarantee the award to relatives of the directors. For example – the TAR points out – the contracts in favour of Pasceri Stefano’s company were repeated, in breach of the rotation, with the entrepreneur who is also the father of the appellant Carlo Pasceri, majority councillor, a circumstance which demonstrates the overall family-like management of the res publica».
