Activity Background

FHI 360 is seeking applications for a Advisor Monitoring, Evaluation and Learning (MEL) for the upcoming Ukrainian Mental Health Initiative. USAID plans to provide up to $100 million over five years. The primary goal of the activity is to contribute to Ukraine’s economic resilience by establishing an evidence-based, inclusive mental health ecosystem. This mental health framework will be fully integrated across sectors and programs. By promoting mental well-being, the program aims to improve productivity, resilience, and social cohesion, thereby promoting sustainable economic development and growth in Ukraine.

The position is based in Kyiv, Ukraine. Ukrainian citizens are strongly encouraged to apply.

Employment is contingent upon successful award of the project to FHI 360 and subsequent approval of the candidate by USAID.

Job description

The MEL Advisor will be responsible for leading, guiding and overseeing all M&E efforts for the Mental Health Initiative. They will lead the development and management of the project’s overall monitoring, evaluation and learning (MEL) system, including indicators, baseline data, data collection plan, targets and a plan to evaluate performance, produce timely, accurate and complete reporting. The MEL advisor will collaborate with and supervise any subcontractors to provide feedback on data collection and indicators; analyse reported data; and support the training of MEL staff in quality assurance methods. MEL Advisor will also work with the programme team to design operational research to support learning, evaluation and planning, and oversee the implementation, analysis, dissemination and use of research products. In addition, the MEL Advisor will share MEL data and plans and collaborate with staff and stakeholders on program improvement strategies for greater program impact. MEL Advisor will manage the MEL support staff for this activity.

Essential Job Functions/Responsibilities

  • Designs and oversees the project’s monitoring, evaluation, and learning activities. Leads the design, development, planning, annual reviews, and implementation of the project’s MEL plan and evaluation activities, including the development and dissemination of tools, materials, reports, articles, and intervention-related research.
  • Develops systems for the timely collection, management, analysis and reporting of valid and reliable data that meet donor reporting requirements.
  • Works closely with the technical team to design monitoring tools, select indicators, and determine responsibilities for field monitoring.
  • Coordinates the project’s collaboration, learning, and adaptation (CLA).
  • Ensures that resource compatibility and coordination within the MEL framework and the Ukrainian Mental Health Strategy are consistent with USAID’s Collaboration, Learning and Adaptation (CLA) principles. Ensures that real-time monitoring and learning are integrated into strategy and implementation and aligned with national and donor requirements.
  • Leads the development of the project’s learning agenda with key stakeholders to generate evidence to support the adaptation of current activities and the design of future interventions in mental health system recovery and resilience, and leads the operational application of the agenda and dissemination of findings.
  • Leads the design and operation of all conflict-sensitive program activities, evaluation and learning, including “alternative”/remote monitoring MEL systems that may be required due to the potentially changing environment.
  • Integrates participatory MEL methods to promote local ownership and sustainability and ensures inclusive and gender-responsive MEL.
  • Strengthen the MEL capacity of partners and programme staff and improve coordination and support with host country MEL systems.
  • Conducts periodic evaluations of programmes’ and/or countries’ MEL systems and participates in planning actions to strengthen the MEL system, including standardisation among subcontractors.
  • Provides ongoing oversight and technical support to consortium partners in the implementation of the monitoring and evaluation system, and ensures that data and analyses are of high quality.
  • Coordinates knowledge sharing with the technical team and provides guidance on quality assurance information systems as well as best practices for documentation and reporting.
  • Oversees and coordinates data collection activities to ensure timely submission of datasets and other relevant reports and data to USAID’s knowledge management systems.
  • Ensures high quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, summary of qualitative findings, etc.
  • Oversees the publication and dissemination of information on successful and promising approaches, lessons learned, and other program results to government partners, donors, program partners, and other key stakeholders.
  • Performs other duties and responsibilities as required.

Required qualifications

  • Master’s degree in evaluation, demography, social sciences, economics or another relevant discipline.
  • Minimum 12 years of experience in monitoring, evaluating and reporting on social sector programs is required; minimum 5 years of MEL experience in mental health/public health systems is preferred.
  • Experience and understanding of the relationship between mental health and economics is an advantage.
  • Experience in design, social inclusion integration and implementation of MEL systems with USAID-funded projects is preferred.
  • Demonstrated knowledge of US Government/USAID rules, regulations, policies and procedures related to project compliance and reporting.
  • Experience with Collaborating, Learning and Adapting (CLA) Frameworks and related data usage.
  • Demonstrated expertise in rigorous quantitative and qualitative methods, research, management information systems, reporting, data quality analysis and data analytics.
  • Demonstrated ability to build relationships and collaborate with government officials, the private sector, civil society and non-governmental organizations.
  • Strong reporting, analytical and communication skills, including oral presentation skills; ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
  • Solid facilitation skills for training enumerators, colleagues, project and partner staff; additional experience in strengthening the M&E capacity of local partners is preferred.
  • Ability to work effectively with program staff and to mentor and develop junior staff.
  • Experience in mental health care in Ukraine or the region is strongly preferred.
  • Previous experience as a MEL advisor for USAID efforts is an asset.
  • Strong skills in using MS Excel, Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS, Epi Info, Atlas). Experience in training others in their use is highly desirable.
  • Must be able to collaborate with multidisciplinary teams.
  • Required oral and written proficiency in English; working knowledge of Ukrainian preferred.
