Program Manager – Ukraine – Ukraine

Habitat for Humanity International (HFHI) is currently looking for an experienced Program Manager in support of Habitat for Humanity programs in Ukraine. The Program Manager is responsible for the development, implementation and monitoring of Habitat for Humanity’s sustainable housing and shelter programs in Ukraine. This role requires strong expertise in sustainable housing solutions, energy efficient construction and an understanding of the commercial construction industry. The Program Manager ensures that projects address the urgent housing needs of displaced populations and war-affected communities while meeting the highest standards of sustainability and resilience.

This function is based on Kiev, Ukraine and the starting salary is 113,000 UAH / month (based on previous experience + benefits).

Main duties and responsibilities:

Program implementation:
– Lead the development and implementation of housing programs focused on sustainable and resilient housing solutions in Ukraine, ensuring alignment with local needs and international best practices.
– Monitor the integration of energy efficient technologies and sustainable building materials into housing programs.
– Collaborate with commercial construction companies and local contractors to ensure quality and timely delivery of residential construction projects.
– Ensure that housing solutions are scalable and can be adapted to the changing needs of displaced populations and returnees by conducting regular field visits to project sites.
– Prepare regular updates of the programme activities work plan and associated financial plan, ensuring timely and quality implementation in accordance with HFHI and donor guidelines and in line with projects and sector-specific strategies
– In collaboration with the Monitoring Evaluation, Accountability and Learning (MEAL) team, develop tools to assess, analyse and evaluate the impact of the project.
– Work with the programme team to develop new intervention ideas to scale up the current response in support of displaced people and returnees in Ukraine.

Partnerships and representation:
– Build and maintain strong relationships with stakeholders in the commercial and public construction sectors to enhance project execution.
– Collaborate with local authorities, commercial developers and private sector partners to explore innovative construction solutions that can be applied to residential construction projects in Ukraine.
– Represent HFHI Ukraine in forums and working groups focusing on sustainable housing, energy efficiency and shelter needs in post-conflict areas.
– Maintain existing networks and develop new relationships with key stakeholders, including local authorities, partners and institutional, public and private donors.

Monitoring, evaluation and reporting:
– Develop tools and processes for monitoring the sustainability and impact of housing projects, including environmental impact assessments and energy performance evaluations.
– Ensure that regular internal reporting and program quality standards are met across the portfolio
– Collaborate with the MEAL team to integrate sustainability metrics and ensure continuous improvement of housing solutions.
– Establish processes to effectively manage multiple grants and identify potential partners for local expansion

People management:
– Lead a multidisciplinary team of housing, energy and construction experts to deliver sustainable and resilient housing solutions.
– Provide technical guidance and capacity building on sustainable building practices to the programme team.
– Recruit, hire and oversee the induction, orientation and capacity building of all programme team members.
– In collaboration with HR and relevant managers, plan and organize the workload within the teams, as well as manage and monitor performance.

Requirements:

Minimum requirements:
– Education: Degree in civil engineering, architecture, sustainable development or a related field with a focus on sustainable building practices.
– Qualification: Certification in project management (e.g. PMP, PRINCE2 or similar) is highly desirable and demonstrates advanced knowledge and application of project management principles and methodologies
– Experience: 5+ years of experience in program/project management, of which at least 3 years in the residential and/or construction sector, preferably in complex or vulnerable environments.
– Expertise: In-depth knowledge of sustainable housing solutions, energy efficient building practices and resilient shelter design in areas affected by conflict and disaster.
– Technical skills: Proficiency in project management software and tools and experience with green building certifications or standards (e.g., LEED, BREEAM).
– Risk Management Experience: Demonstrable experience in identifying and managing risks in construction or residential construction projects.
– Monitoring and Evaluation (M&E) skills: experience in developing and implementing M&E frameworks.
– Knowledge of regulations: Knowledge of local building codes, spatial planning regulations and environmental standards in Ukraine.
– Health and Safety Expertise: Knowledge of health and safety standards in construction.
– Financial management skills: demonstrable ability to manage project budgets.
– Interpersonal skills and cultural sensitivity: proven ability to work collaboratively in a multicultural environment and with diverse stakeholders, including government officials, NGOs and local communities.
– Language: Fluent English and Ukrainian are required.
– Ability to lead a team
– Strong analytical skills and the ability to translate analysis into action

Desired experience:
– Experience with large-scale sustainable residential or commercial construction projects, particularly projects involving public-private partnerships.
– Demonstrable track record of managing projects that integrate sustainability and resilience into housing and infrastructure development, or experience with architectural design software
